You will serve as a Government Information Specialist of NAVAL HISTORY AND HERITAGE COMMAND.

Duties

You will support the senior Freedom of Information Act specialist in executing the Navy's FOIA program in accordance with all applicable guidance. You will answer FOIA requests for records in the possession of the Naval History and Heritage Command Enterprise from a wide range of audiences. You will analyze, interpret and respond to requests for access to Navy historical records. You will support the daily operations of the NHHC Enterprise FOIA office. You will evaluate assigned requests received both nationally and internationally and coordinate the review process within required timeframes.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to lift/carry items weighing up to 20lbs.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector using knowledge of the Federal Freedom of Information Act (FIOA) to perform the following duties:1) Investigate, analyze, and prepare request for or provide responses to requests for information in compliance with FIOA requirements;2) Perform legal research (e.g. case law, administrative law, state codes, U.S. Government regulations, directives, notices and manuals) to properly submit or process complex or unique FOIA requests;3) Utilize records management methods to ensure electronic and hardcopy records are maintained consistent with applicable regulations; and4) Explain and defend both orally and in writing FOIA procedures to personnel within and external to your organization or corporation.
