This position is located at Department of Housing and Urban Development Office of Inspector General, AIG, Office of Evaluation. As a Management and Program Analyst, you will work on a team to conduct complex evaluations/inspections (evaluations) of HUD programs. In addition, the incumbent may participate in working groups and other initiatives to improve the organizational operations and achievements of the Office of Evaluation and HUD OIG.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. - Review relevant legislation, procedures, regulations, previous reviews by other internal or external reviewing organizations, congressional testimony and reports, media/journal articles, policies, and other background information; hold discussions with program personnel to become familiar with program requirements and operations; develop required connections to offices, organizations, and program personnel; and identify preliminary scope and course of evaluation assignments. - Collect sufficient and appropriate data to answer evaluation objectives. - Prepare evaluation work products, such as summary work papers and interview summaries. - Periodically meet with top management officials, HUD program personnel, OIG management, or other stakeholders to present and explain evaluation plan/methodology, findings, conclusions, and recommendations. - Prepare evaluation reports or segments of reports that are presented in a convincing, balanced, succinct, and organized manner so HUD can make informed decisions, take appropriate actions, and improve programs

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes: - Researching data on programs or operations, analyzing evidence, and summarizing evidence to support conclusions; AND - Collecting and analyzing qualitative and quantitative data to determine compliance with requirements, effectiveness, or efficiency; or identify fraud, waste, and abuse; AND - Participating in meetings with team members and external stakeholders to elicit information, present findings, explain the significance of conclusions, justify recommendations, and answer questions about work conducted; AND - Writing clear, concise, and well-researched reports. Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09grade level in the Federal service. Specialized experience for this position includes: - Researching data on programs or operations, analyzing evidence, and summarizing evidence to support conclusions; AND - Collecting and analyzing qualitative and quantitative data and using it to identify problems, draw conclusions, and provide recommended solutions; AND - Writing clear, concise, and well-researched reports. OR You may substitute education for general or specialized experience as follows: - Ph.D. or equivalent doctoral degree; or - 3 full years of progressively higher level graduate education that will lead to such a degree; or - LL.M. (Master of Law) OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07grade level in the Federal service. Specialized experience for this position includes: - Analyzing qualitative and quantitative data and using it to identify problems; AND - Researching, analyzing, and summarizing evidence to support conclusions; AND - Writing clear, concise, and well-researched reports. OR You may substitute education for general or specialized experience as follows: - master's or equivalent graduate degree; or - 2 full years of progressively higher level graduate education leading to such a degree; or - LL.B. or J.D., if related. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
