This position is in the VHA Digital Health Office (DHO) Office of Health Informatics (OHI) Office of Clinical Informatics (OCI) Client Portfolio Management Office (CPMO) Portfolio Management Team. CPMO is responsible for all analytical and administrative matters related to resolution of stakeholder-reported health informatics issues at a national level. This vacancy may be filled in Washington, DC or a location to be determined

Duties

Major duties include but are not limited to: Uses health informatics knowledge to influence and adapt informatics systems in VA to drive management of the health care system toward effectiveness and efficiency. Responsible for independently negotiating a highly complex organizational and technical environment to accomplish OCI and CPMO goals. Creates own plans of action, identify and resolve risks and issues, negotiate plans and solutions with members of the senior executive in across the VA and sometimes with other agencies. Improves efficiency and effectiveness by utilizing knowledge of human factors, usability of health information systems, and knowledge of human psychological and physiological barriers to usability. Conducts testing to analyze usability ensuring adaptability of processes and software to workflow and provides direct feedback to developers to ensure usability issues are addressed in actual and anticipated change in software. Accountable for the success of national program and projects, including requesting/obtaining the resources necessary to achieve the desired program objective; assuming responsibility for the effective use of government resources; and dealing with key officials both within and outside the organization to gain understanding and support for program. Work Schedule: Monday - Friday 08:00 AM - 04:30pm Telework: Available (applicant is required on site 50% of work schedule per pay period) Remote: This is not a remote position. Virtual: The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee) and is authorized for telework up to 50%. Position Description Title/PD#: Health System Specialist/PD77219A Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. The work does not require any special physical effort.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirements (IOR): The 0671 Occupational series has an IOR that must be met: Undergraduate and Graduate Education: Major study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND Selective Factor: This position includes a selective factor (skill, knowledge, ability, or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet them are ineligible for further consideration. The selective factors for this position are: Expertise in program management and health informatics with progressive experience and success in working on interdisciplinary teams and projects related to health IT as applied within clinical programs and services. Expertise in coordination of cross-cutting activities for multiple offices or organizational units, to include tracking and managing a wide range of program management activities dealing with policy, procedures, budget guidelines, process improvement or workforce management plans. Experience in interacting and engaging with a wide variety of clinical, administrative, information technology and leadership staff at multiple levels of the organization to assess informatics-related needs; collect, organize, analyze, and evaluate data about medical facility needs; and evaluate fulfillment of those needs. GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Experience ensuring integration of planning initiatives in terms of phasing and monitoring implementation of health informatics projects, providing technical expertise in the field of health care informatics planning, and providing advice and assistance regarding possible need for revision of regulations and policies governing planning activities. Experience developing background and management options available to deal with complex health informatics related organizational planning and implementation issues. Experience managing system reviews, controlling and reporting on project status, and monitoring project status and adjusting work plans for project accomplishment; and analyzing management information requirements to recommend program or administrative systems including the systems specifications, data gathering and source, analytical techniques, and systems evaluation methodology. There is no educational substitution for the GS-13 level but you may use education to meet the Individual Occupational Requirement for the 0671 series. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
