As a Human Resources Specialist at the GS-0201-9/11, you will be part of Workforce Policy and Innovation, Office of Personnel Management. If selected, you will be responsible for serving as a strategic consultant providing support in program development, agency assistance, and policy development, and program evaluation.
Duties
Work to develop new forward looking and innovative programs and products that meet continuous learning needs for all Federal employees and leaders including the SES.
Develop relationships with stakeholders across OPM to obtain policy and program input and consultation from pertinent organizations.
Prepare content for publications, communication, and information sharing with agency training and development specialists, interagency councils and related working groups.
Qualifications
Applicants must demonstrate how they meet the Minimum Qualifications requirements for this position.
For the GS 9: You must have at least one year of specialized experience at the GS-07 grade level (or equivalent) which includes the following experience: 1) helping to create tools or materials for training programs for different jobs; 2) supporting customers looking to grow in their careers in different job areas; and 3) contributing ideas to create new strategies for solving different human resources challenges.
OR
A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree of LL.B or J.D.
OR
A combination of education and experience to qualify at this level. To calculate your percentage of education, divide the number of graduate semester hours earned, in excess of 18 semester hours, by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. To calculate your percentage of experience, divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months worked. Add the percentages. The total must equal at least 100 percent to qualify.
For the GS-11: You must have at least one year of specialized experience at the GS-09 grade level (or equivalent) which includes the following experience: 1) producing content for guides that support training and development initiatives for different jobs; 2) providing assistance to customers interested in enhancing their careers in different job areas; and 3) identifying new strategies for solving different human resources challenge.
OR
Have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the competencies necessary to do the work of this position. NOTE: You must submit copies of your transcripts.
OR
Have a combination of graduate level education and specialized experience that when combined equals at least 100 percent of the qualification requirements. To calculate, divide the number of semester hours earned (in excess of 18 semester hours) towards a graduate degree by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. Then divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months. Add the two percentages. The total must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)
To meet eligibility requirements, you must have obtained a qualifying Bachelor's or Master's from a qualifying educational institution, within the previous two years. ATTENTION VETERANS: A veteran, as defined in 5 U.S.C. 2108, who due to military service obligation, was precluded from applying for a college graduate position during any portion of the two-year eligibility period shall have a full two-year period of eligibility upon his or her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond six years from the date on which the individual completed the requirements of an academic course of study.
