This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer.
The primary purpose of this position is overseeing and coordinating the implementation of Department-wide workplace transformation efforts utilized to fund projects that address Departmental strategic priorities to include facility improvements that meet employee basic needs, sustainable and resilient facilities.
This is a non-bargaining unit position.
Duties
As a Management and Program Analyst, GS-0343-12, your typical work assignments may include the following:
Serve as a Management and Program Analyst on a variety of program activities, requiring application of a wide range of qualitative and quantitative methods for assessment of complex management processes, systems, and mission support programs.
Plans, organizes, coordinates, controls, and evaluates the program activities in support of Portfolio Transformation Office (PTO)/ The office of the Chief Readiness Support Officer (OCRSO).
Responsible for administrative activities relating to programming, financial controls, project controls, and additional project management support services.

Qualifications
Specialized Experience:
You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as:
Ability to resolve broad and complex planning, evaluation, control, and resource allocation challenges and/or problems.
Using a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness
Formulating and directing written and oral strategies for a variety of program administrative processes, which includes programming, financial management, project management, and controls/performance management and;
Knowledge of and skill to interpret the laws, policies, and regulations of an administrative field.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
