Vacancies will be filled in the following specialty areas:
Human Capital Office of Human Resource Operations, Labor/Employee Relations, and Negotiations
The following are the duties of this position at the full working level.
Serves as primary specialist and consultant to management on performance management matters. Participates on behalf of the Performance Workforce and Culture Office (PWC) on personnel system program development initiatives, including development and piloting of IRS plans for new performance management and awards systems. Evaluates the impact of the pilot on IRS programs and resources.
Serve as the subject matter expert; exercising specified latitude for developing assigned program area concepts and supporting strategies and plans for the IRS's leadership, incorporating evolving fields of enterprise data analytics. As a team leader or member, develops, designs and implements HR tools or approaches that include analysis and assessment methodologies.
Exercises independent technical judgment concerning the interpretation of policy planning, designing and executing assigned performance management projects and programs; resolving technical conflicts, integrating and coordinating the work to achieve directed outcomes.
Ensures compliance with overarching policies established by IRS, Treasury, OPM, and Executive Orders. Program areas often cross functional lines and require incumbent to integrate strategic planning issues such as streamlining and improving personnel system structure, rules, and processes; providing for far-reaching change management throughout the IRS work force; benchmarking and evaluating progress and results; persuading senior officials to find common ground and accept controversial proposals.
Serves as a PWC representative in inter and intra-agency discussions. Participates in working groups to present, defend, and negotiate PMR positions or protect office interests. Conducts Servicewide studies, reviews, research, and analysis of workforce management, performance management, and/or awards. Represents the IRS as the senior specialist in assigned program/project areas. Serves as the focal point in these areas and provides, from a global perspective, technical assistance, policy interpretation and alternative options to senior management and officials as needed. Maintains current records of workforce decisions and strategic plans, keeps track of resources, identifies emerging trends and problems, and recommends solutions.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: To qualify for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. To be qualifying, your experience must demonstrate knowledge of the performance management and/or award program including policies, procedures, and practices sufficient to execute a comprehensive service-wide performance management and/or award program; experience providing comprehensive HR advisory and technical consultation to advise and assist management in decision making; experience managing and operating HR-related automated systems and overseeing workforce training on HR systems to execute the performance management and/or awards program; assisting management in establishing, maintaining, and monitoring effective performance management programs to plan, monitor, develop, rate, and reward employee performance, and services that support formal and informal award programs. Experience developing recommendations for changes to established procedures and practices or alternative approaches to resolve recurring problems and/or issues.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
