•    The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in the U.S. Department of Education, Office of the Chief Information Officer (OCIO), Enterprise Technology Services, Information Management Branch in Washington, DC. The incumbent will serve as the auxiliary primary point of contact and principal adviser to the Department on all matters concerning the management of information as a critical resource.

APPLICATION LIMIT: This vacancy announcement is limited to the first 50 applications received and will close at 11:59PM Eastern Time on the day that we receive the 50th application, or at 11:59PM Eastern Time on the listed closing date, whichever occurs first.  We encourage you to read this entire vacancy announcement prior to submitting your application.As a Management & Program Analyst, GS-0343-12, you will be responsible for:• Assists the Agency Records Officer in managing the modernizing records management with the transition of agency paper records to electronic records executing the organization’s Records and Information Management (RIM) program to align with the agency’s business and mission needs.• Assists with developing and execution of periodic RIM quality control reviews, compliance audits, risk assessments and surveys to measure the effectiveness of electronic systems and for general program improvement purposes. Organizes records and information based on agency lines of business, and developing plans for logical filing structures, information access and training. • Analyzes RIM business processes and providing recommendations to improve workflow and create efficiencies by making use of automated tools, systems and technology; and/or managing essential records including the identification of such records, establishing their protection, and access in support of Continuity of Operations. • Designs, implements, and ultimately evaluates the Agency’s overall compliance with Executive Order (EO) 13556 and 32 Code of Federal Regulations (CFR) §2002 to ensure integration of Controlled Unclassified Information (CUI) policies and procedures with effective management of the Program. • Provides advice and guidance to records liaisons and records custodians on RIM lifecycle requirements; policy and governance on the use of records management tools to ensure best practices and agency compliance.• Develops metrics for the organization's RIM program and ensuring sound information governance and accountability measures that’s in place. Coordinates the proper disposition of records consistent with Governmentwide policies and procedures. Implements agency or organization specific RIM processes; formulating records and information management policy for the organization and developing plans for policy implementation; creating, conducting and coordinating records management training for agency staff.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-12, if you possess the specialize experience.Specialized Experience for the GS-12One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:1. Experience applying laws, regulations and government-wide policies associated with records management and controlled unclassified information. 2. Experience in developing and implementing records management and controlled unclassified information policies, aggregated records disposition schedules and file plans that include data. 3. Experience supporting a Records Officer and a Controlled Unclassified Information (CUI) Program Manager in execution of enterprise-wide policies, procedures and training. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You may meet the minimum qualifications for the GS-13, if you possess the specialize experience. Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of  three (3) of the following duties or work assignments:1. Experience in executing enterprise-wide policies, procedures and training on records management tools.2. Experience with building coalitions to lead in the technical implantation of records management and controlled unclassified information policies, aggregated records disposition schedules and file plans that include data.3. Experience with facilitating agency-wide inspections and assessments.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1.    Knowledge of a wide range of qualitative and quantitative methods for assessing and improving the effectiveness of Federal records and information management programs, which includes the creation, dissemination, research, storage and disposition of Federal records. 2.    Ability to formulate policy to ensure compliance with Federal laws, regulations, and guidance and advise managers on any related issues.3.    Ability to design and conduct comprehensive management studies incorporating strategic analysis and metric development.
