The primary purpose of this position is to serve as Joint Military Information Support Office (MISO) WebOps Center (JMWC) WebOps Coordinator responsible for providing subject matter expertise (SME) web-operations (WebOps) and other information related capabilities (IRCs) conducted with the Joint Force, interagency, and allies and partner nations.

Duties

Coordinate, synchronize, assess, and report online MISO operations, activities and investments (OAIs) across JMWC, DOD, and interagency. Supports the execution of WebOps concepts of operations (CONOP) and concepts of support across the JMWC, CCMDs, DoD, and interagency. Organizes and implements techniques and procedures for the synchronization and execution of WebOps. Develops informative products on WebOps activities to the HQs, the Joint Force, and the interagency. Responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

Qualifications

Conditions of Employment (cont.): Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Incumbent of this position is subject to the possibility of a random drug test. Position is designated as Key duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This is a Term position NTE 13 months; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge and skills in all facets of MISO techniques, procedures, and associated activities that support and facilitate the development, coordination, and conduct of trans-regional MISO programs and expert knowledge of analytical and evaluative methods to develop, review, analyze and evaluate these trans-regional MISO plans and programs; Comprehensive expert knowledge of the range of regulations, legislation, statutes, policies, and directives applicable to military support, including those specific to MISO. Mastery knowledge of military MISO command structure, DoD, and civilian agencies, including their policies, practices, strategies, capabilities, and organizational relationships; Expertise to plan, organize, and direct a coordinated team effort in close coordination with GCCs, Joint Staff, OSD, and other government organizations to facilitate, negotiate, and resolve issues, make recommendations, or develop new mission profiles affecting military support to trans-regional MISO. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge and understanding of MISO processes, tactics, techniques and procedures and the execution of transregional WebOps. Knowledge of military operations, U.S. Government strategic communications, and the associated and/or supporting elements (MISO, SAB, CA, OPSEC, MILDEC, PSYOP, EW) and the role of defense support to public diplomacy and the concepts and methods of military public affairs and all other DoD information related capabilities (IRC). Advanced skills in strategic planning, operational design, conceptual thinking and problem solving. Skilled proficient in written and oral communications as well as charismatic interpersonal dynamics to enable successful networking and communication with general officers and senior civilians. Ability to plan, organize, and coordinate small to medium working groups as well as analyze, interpret, and query financial data in preparing reports, schedules, and statements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
