The primary purpose of this position is to serve as a supervisor responsible for providing, planning, directing, organizing, and exercising control over nonsupervisory employees.
Duties
The primary purpose of this position is: To serve as a supervisor responsible for providing, planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Crypto & Cyber Systems Division (CCSD), IT Operations Management Chief. This includes strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, auditing, and information security management. Also performs duties as a senior communications officer specialist providing a wide range of IT services tailored to support critical command, control, and mission information, processes, and systems and providing advanced knowledge and skill in the use of IT systems and is considered an advanced IT user. This position also manages a function performing Information Assurance related duties and the application of IT security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of one or more classified and unclassified information systems.
Duties of Position
DUTY 1: Plans, organizes, and directs the activities of CCSD, ensuring that Cryptologic & Cyber Systems Division complies with
legal and regulatory requirements and meets customer needs.
DUTY 2: Analyzes complex operational and mission processes and/or a variety of unusual problems, questions, or conditions
relative to develop and employ command, control, and mission information, processes, and systems in order to
support related mission activities and performs required testing, troubleshoots, and corrects system and applications
software discrepancies.
DUTY 3: Represents CCSD with a variety of installation and functional area organizations. Establishes, develops, and maintains
effective working relationships.
DUTY 4: Performs supervisory personnel management responsibilities.
DUTY 5: Serves as technical knowledge management base in the areas of hardware, software, and communications technology.

- Incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- This position requires information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Standards IOR for Information Technology Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes demonstration of Information Technology Specialist Expert experience in the area of Systems Administration such as: planning and coordinating installation, testing, modifying, upgrading, operating, troubleshooting, and maintenance of hardware and software systems. This includes strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, architecture and infrastructure planning and management, auditing, and information security management. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects, and to design, write, test, debug and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
Extensive knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and provide advice on new or revised security measures and countermeasures based on the results of accreditation reviews. Knowledge of security procedures to maintain control over classified material.
Extensive knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry.
Extensive knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
Extensive knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
Ability to communicate effectively and clearly, both orally and in writing, in order to produce technical reports, and/or briefings; advocate and defend system security resource requirements; and maintain good working relationships.
Ability to analyze, plan, organize, direct, and adjust the functions and supervise, mentor, motivate, and appraise the staff of an organization to meet program requirements and objectives within available resources.
Knowledge of safety, security, and EEO regulations, practices, and procedures.
