The CDL Division is responsible for ensuring State compliance with Federal CDL program requirements and working with States to improve highway safety by ensuring drivers of large trucks and buses are qualified to operate the vehicles and removing unsafe and unqualified drivers from the highways. The Division is responsible for developing, issuing, & evaluating standards for testing and licensing commercial motor vehicle drivers, working with States to ensure uniform and consistent integration.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience with motor carrier policies, procedures, and regulations in development and implementation of program goals and objectives. Experience in analyzing regulations and directives for decision making transportation problems. Experience communicating orally and in writing technical information, policy, and procedural interpretations. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher-level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience with motor carrier policies, procedures, and regulations in development and implementation of program goals and objectives. Experience applying analytical, fact-finding, and problem-solving techniques through the interpretation of Federal regulations, policies, and guidelines, to recommend programmatic changes. Experience communicating orally and in writing technical information, policy, and procedural interpretations. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience with motor carrier policies, procedures, and regulations in development and implementation of program goals and objectives. Experience applying analytical, fact finding, and problem-solving techniques through the interpretation of Federal regulations, policies, and guidelines, to recommend programmatic changes. Experience communication technical information verbally and in writing regarding policy and guidance to other Federal agencies, industry, and the public. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Problem Solving (‡) - Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Education

Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
