This position serves as the Chief of the Passenger Carrier Division. The incumbent directs and manages the Division, within the Office of Enforcement and Compliance and the primary responsibility is the development, implementation, monitoring, and evaluation of the overall goals, objectives, procedures, and methods to improve the safe transportation of property and passenger commercial carriers subject to FMCSA jurisdiction.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience building relationships with team members and stakeholders in the development of effective technology and policy safety practices to reduce bus related crashes. Experience leading or supervising others to develop and implement Federal and State commercial passenger carrier regulations, policies, directives, or other regulatory guidance. Experience applying analytical, fact-finding, and problem-solving techniques to interpret Federal safety regulations, policies, and guidelines, and recommend changes to a safety program. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.
