About the Position: This position serves as Chief Information Officer (CIO) for DEVCOM. Directly responsible to Command Leadership Team to serve as senior advisor, provide support and oversight to DEVCOM enterprise information architecture and integrated IT systems. The CIO directly makes recommendations regarding compliance to senior military officers and civilian officials in national strategy, security policy, and resource management.
Duties
This position serves as Chief Information Officer (CIO) for DEVCOM.
Directly responsible to Command Leadership Team to serve as senior advisor, provide support and oversight to DEVCOM enterprise information architecture and integrated IT systems.
The CIO directly makes recommendations regarding compliance to senior military officers and civilian officials in national strategy, security policy, and resource management.
The CIO serves as the Command’s central authority in the development of guidelines for information strategy, management and implementation of policies.
Review higher authority directives that require management decision and has authority to make major decisions regarding policy and procedures relating to the development of systems/programs, which have a direct effect on DEVCOM missions.
Ensure compliance with all statutory and regulatory requirements.
Represent Command in working groups, technical discussions and high visibility engagements at the federal department and agency level
Execute portfolio management, governance, and enterprise architecture processes in accordance with Department of the Army guidance.
Performs the full range of supervisory and managerial functions.
Requirements

Specialized Experience: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in: 1) Serving as authoritative expert in the areas of Information Technology (IT), Capital Planning, and Investment Controls to effectuate IT portfolio management programs for organization's systems; 2) Developing IT policies and strategic direction that affect the IT life-cycle management, strategic planning, investment management and performance management; 3) Analyzing and managing the IT framework to align strategies, plans and systems with the mission, goals, structure, processes as it relates to Information Technology policies, capital planning and investment control; and 4) Performing supervisory and personnel management responsibilities (e.g. plan and assign work, oversee employees' performance, identify development and training needs, resolve complaints, and recommend personnel actions).

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement; and
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
