This position is in the Veterans Benefits Administration (VBA) Central Office, Outreach, Transition and Economic Development (OTED), in Washington D.C. The goal of OTED is to execute a seamless transition from military to civilian life and accelerate the economic empowerment and development of transitioning Servicemembers, Veterans, and their families by partnering with numerous federal agencies and increasing access to VA benefits, programs, and services.

Duties

Specific duties include: Monitor and administer PCPG (Personalized Career and Planning Guidance) program and activities, such as determination of eligibility for PCPG benefits; establishing communication with beneficiaries, distributing work as appropriate; analyzing data to refer beneficiaries to the appropriate servicer for program delivery; and/or, performing case management and tracking of progress; and/or, provide information and referrals to VA benefits at the request of beneficiaries. Works in close cooperation with other elements of VBA as it relates to providing information and/or referrals to VA benefits for transitioning Servicemembers, Veterans, and their families. Provides background to other agencies regarding OTED programs, work processes, and how to integrate all VBA services to assist Servicemembers, Veterans, and their families access to potential entitlement to VA benefits. Develops and reports on relevant and significant economic statistics affecting transitioning Servicemembers, Veterans, and their families. Tracks, analyzes, and reports on data provided through partnership agreements. Provides recommendations for program refinements, defines short and medium-range plans, and validates program requirements. Oversees programs and activities supporting VA benefits and services for Servicemembers, Veterans, and beneficiaries, collaborating closely with other VA elements on transition, education, benefits, and employment. Conducts long-range and short-range research and studies within OTED to align with the organization's business objectives, critically analyzes relevant data, and makes recommendations using available resources such as internet tools, manuals, and other reference material. Executes multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization. Prepares clear and concise documents. Assists in developing and updating procedural guidance. Drafts briefing papers and answers Congressional and external stakeholder inquiries. Research Veteran-specific issues and prepares all necessary administrative materials, correspondence, and justifications detailing reasons for decisions. Leads in-house efforts and participates actively as a team member or sub-group leader on project teams involving participants outside of VBA. Represents OTED in meetings or conferences within the VA, at other Government agencies, and with representatives of service, civic, and fraternal organizations. Evaluate the effectiveness of PCPG contracted counseling services, ensuring contractor's work quality, review administrative audits and determine appropriate corrective action required; design, develop, collect, and manage PCPG program metrics, review contractor invoices, maintain payment and deliverable records, evaluate customer service practices, and makes recommendations for improvements and plans strategies to increase customer satisfaction. The incumbent plans, conducts, and engages in outreach activities to promote PCPG. Furthermore, will represent VA by acting as a liaison with military installations, educational facilities, and contractors related to the PCPG process and other support activities. Engages in outreach to internal and external stakeholders. Incumbent will provide information on the OTED program including types and descriptions of programs, entitlement requirements, and length of eligibility. Prepares briefings and gives oral presentations to various audiences within OTED, VBA senior management, Congress, and department-level executives outside of OTED. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11/GS-12/GS-13. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:09/03/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. For a GS-13 position you must have served 52 weeks at the GS-12 level. Also, you must meet the following minimum qualification requirement: MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-11 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: Experience related to transitional and benefits programs, this experience may have been obtained through employment in agencies such as Social Security Administration, Medicare, and other federal, state, and local programs. Documented experience in executing multiple projects and programs and coordinating with colleagues and internal and external stakeholders through engagement in outreach activities. OR, Education Substitution: GS-11 ONLY- Education: Applicants may substitute education for the required experience for the GS-0343-11 grade level. To qualify based on education for this grade level you must have the following: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, GS-11 ONLY -Combination: Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 18 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. GS-12 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: Documented experience with laws, regulations, and policies related to benefits service and benefit processes. Documented experience in evaluating benefit cases and developing applicable support programs or services. Experience in training internal/external stakeholders on benefit services. Experience applying analytical and evaluative methods in conducting management evaluations and analysis; identifying problems, corrective actions used; and explaining training, policies and procedures developed. Experience in extracting and analyzing project information, assisting with developing report presentations, and coordinating program plans and proposals. Experience identifying, analyzing, and resolving problems through the use of defined administrative procedures. Education Substitution: There is no education substitution at this grade level. GS-13 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: Experience in providing training and guidance to junior staff and stakeholders on program description, data analysis, and outreach/marketing strategies to increase program outcomes. Experience in conducting outreach activities to engage and inform stakeholders of services and programs related to transitional and benefits services and programs. Experience in managing Quality Assurance reports pertaining to financial processing and payment of to ensure company guidelines and required contractual outcomes are met. Experience collaborating with others to resolve issues and adapt methodologies to meet requirements. This includes using quantitative and qualitative analysis techniques to assess program effectiveness. Furthermore, it involves extracting and analyzing project information, developing report presentations, and coordinating accurate program plans and proposals. Education Substitution: There is no education substitution at this grade level. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
