About the Position: Serves as senior realty specialist responsible for the management, administration, and direction of the programs and activities in real estate for the Real Estate Geographical Information Systems (GIS) and Cadastral responsibilities.
Duties
Performs disposal requests; identification of excess properties, the location of suitable properties; or performance of surveys, inspections, and inventories.
Negotiates and prepares contracts for title certificates; prepares various acquisition documents such as options, deeds, and title curative instruments.
Compiles data for and prepares recurring and special reports pertaining to real estate activities and funds.
Oversees the system administration and furnishes staff guidance on the automated data processing for the Real Estate Management Information system (REMIS), Smart Sheets Corps Maps, and other cadastral/GIS programs.
Conducts on-site investigation of suspected encroachments and boundary line issues.
Assures encroachments on Government owned or leased properties are resolved in accordance with policy and appropriate laws and regulations.
Serves as advisor and program manager for the development of mapping, cartographic, and cadastral evaluations in support of the Great Lakes Real Estate Division Real Estate Mission.
Reviews geospatial data for accuracy and completeness.
Develops Real Estate GIS and mapping products that provides the Real Estate Division accurate Locational Intelligence.
Serves as advisor and program manager for creative, analytical, interpretative, and evaluative cadastral, cartographic, geographic, and related Real Estate functions.
Performs complex phases of cartographic compilation work in the construction, revision and maintenance of Real Estate maps and charts.
Requirements

- Must possess and maintain a valid state-issued motor vehicle driver's license.
- This position requires Temporary Duty Travel (TDY) up to 25% of the duty time.

Specialized Experience to qualify at the GS-12 level: One year of specialized experience. 1) Ability to analyze, review and resolve complex, controversial, or problematic reports related to Real Estate encroachments, inspections and outgrants; 2) Knowledge of real estate markets, multi-purpose land use classifications, acquisition/management principles and procedures, types of real property interest acquired, and title held by the Federal government, and marketing impacts of disposal; 3) Knowledge of sound real estate, GIS, and cartographic principles required to properly represent features such as property boundaries typically associated with GIS products to create real estate maps and GIS products for use by all district elements; 4) Able to obtain and integrate real estate data from multiple sources, produce/review legal descriptions, and illustrate real estate matters visually; 5) Knowledge of advanced GIS systems and automated products by use of programming and coding data into computer systems; 6) Ability to oversee, advise and train staff on processes, methods and technology required for reporting real estate transactions involving outgrants, encroachments and inspections. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
