About the Position: Serves as the Real Estate Management and Disposal Branch Chief responsible for the technical and administrative direction and supervision of the functional responsibilities. Manages, negotiates and disposes of natural and/or manmade civil works real estate property i.e., public infrastructure for construction projects like roads, parks, docks, bridges, dams for purpose of transportation, housing, industry, commerce, or recreation.
Duties
Prepare detailed reports and surveys for submittal to higher authority where disposal, exchange, and Outgrant assemblies serve as the approval document for actions.
Serve as a team lead, ensuring that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
Provide technical assistance for management and disposal activities to Real Estate personnel.
Administer, plan, schedule, and coordinate efficient accomplishment of all the district?s real estate management and disposal actions. Administer both compliance and utilization inspections.
Review broad land utilization plans and proposals conceived and prepared in the formative stages of project planning. Make specific recommendations for priority classification and utilization of lands excess to project operating needs.
Negotiate complex issues and conveyance terms and conditions with a variety of customers, including Federal, State, and local Government officials, attorneys and technical representatives.
Responsible for maintaining effective communication with district elements and the public regarding the management of the Outgrant program on federal property.
Oversee Real Estate operations and maintenance budget for the programming of funds and fiscal year expenditures. Participate in budget requests, defense, and execution according to mission requirements.

Specialized Experience GS-13: One year of specialized experience which include: (1) Managing and disposing of natural and/or manmade civil works real estate property i.e., public infrastructure for construction projects like roads, parks, docks, bridges, dams for purpose of transportation, housing, industry, commerce, or recreation. (2) Resolving and negotiating realty title issues or conflicts involving deeds for government structures and land interests. (3) Managing budget, allocating resources, and preparing reports based on policies. (4) Planning and coordinating work with others following real estate principles, concepts, practices, regulations, and procedures. (5) Effectively managing team activities and guiding lower-level workers.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
