About the Position: Serves as a Realty Specialist for USACE Pittsburgh PA, Realty Services Branch, providing technical guidance and assistance on federal real estate acquisition transactions and programs, specifically, acquiring lands, easements, rights-of-way, relocations for public infrastructure/land projects like roads, parks, docks, bridges, dams for purpose of transportation, housing, industry, commerce, or recreation.

Duties

Provides technical guidance and assistance on all real estate acquisition matters in connection with acquisition of lands, easements, rights-of-way, relocations, and disposal areas. Facilitates management and technical coordination of real estate acquisition activities on all USACE Civil Works Projects through close coordination with branch chiefs. Serves as POC with customers on real estate issues and negotiates real estate items. Supports, participates in, and provides technical assistance to Project Managers in development of negotiated agreements. Assures integration of all real estate data in the IPMP and PMP and establishes the performance measurement to be used for each product. Reviews and approves credit requests and submits to Chief, Real Estate Division for final Division approval. Ensures early identification and resolution of outstanding policy, technical, and partner issues as they arise. Serves as a Team Member for continuing Authority Projects, local cooperation, and planning projects undertaken by the district. Establishes and maintains effective working relationships with other federal agencies.

Specialized Experience for GS-11: One year of specialized experience which includes 1) Providing technical assistance on natural and manmade civil works real estate programs and projects i.e., public infrastructure for construction projects like bridges, dams, energy, transportation, housing, industry, commerce, and recreation. 2) Using civil works real estate principles, concepts, practices, regulations, and procedures. 3) Assisting in real estate negotiations and acquisitions for federal government structure and land interests. 4) Reviewing credit requests for real estate acquisitions. 5) Identifying policy, technical, and partner issues. 6) Fostering effective working relationships with others. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate, Construction Management, and Property Management involving property acquisitions, title, valuation, and other realty related subject matter areas. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS-12: One year of specialized experience which includes 1) Managing and providing technical guidance on natural and manmade civil works real estate programs and projects i.e., public infrastructure for construction projects like bridges, dams, energy, transportation, housing, industry, commerce, and recreation. 2) Applying civil works real estate principles, concepts, practices, regulations, and procedures i.e., interpret GIS and cartographic results to oversee real estate cadastral activities 3) Negotiating real estate acquisitions, agreements and priorities for federal government structure and land interests. 4) Validating and processing credit requests for real estate acquisitions. 5) Resolving policy, technical, and partner issues. 6) Establishing and maintaining effective working relationships with others. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted at the GS-12 level.
