Duties
PRIMARY PURPOSE: To perform technical and analytical work as an Operational Force Deployment Planner and Analyst in order to manage Joint Force and Service Deployments and Time-Phased Force and Deployment Data (TPFDD) in support of combined command missions performing planning for Homeland Defense (HD), Defense Support to Civilian Authorities (DSCA), Aerospace Warning, Aerospace Defense, Maritime Warning, and Theater Security Cooperation (TSC) and operations and exercises. Serves as a proponent for supporting the implementation of force apportionment, allocation, and assignment of forces supporting Global Force Management (GFM).
DUTIES:
Manages Directorate operational planning requirements and implements operating policies and procedures for NORAD and USNORTHCOM supporting operational TPFDD plans.
Serves as Program Manager and principal staff functional authority in operations planning providing overall recommendations dealing with doctrine, policies, and procedures.
Participates in series of working groups with members from every major staff/headquarters level to identify real world and exercise operational requirements, develops restated mission, course of action analysis, and decision brief to the Commander.
Manages, oversees, and exercises technical expertise in various specialty areas to include: USNORTHCOM Homeland Defense (HD); USNORTHCOM Defense Chemical Biological Radiological Nuclear (CBRN) Response Force (DCRF) HD; Maritime HD (MHD); NORAD HD Operation NOBLE EAGLE (ONE); Presidential (POTUS) Movement Support; CONPLAN 3310; Defense Support of Civil Authorities (DSCA); Theater Security Cooperation (TSC); Exercise Program Support; and CONPLAN 3400 and CONPLAN 3500.

Qualifications
CONDITIONS OF EMPLOYMENT (CONTINUED):
Work will frequently require travel away from the normal duty station. Deployment to non-combat field locations may be necessary for the purpose of providing on-site assistance during high OPTEMPO Joint force deployment operations, and software test and evaluation project endeavors.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, Future Planning Cell, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery of the DOD, JCS and Service organizational structures and command relationships to assess and make decisions or recommendations significantly changing, interpreting, or developing critical Joint force deployment and management policies and programs; mastery of the National Military Command and Control System (NMCCS) to apply to the Agency mission; expert knowledge of complex Service and Joint military doctrine supporting the entire spectrum of military operations; expert knowledge of U.S. military organizations (Joint and Service, including Guard and Reserve), their missions, capabilities, and limitations; expert knowledge of command and control systems for Joint Military Operations, including GFM, JOPES, DOD transportation systems, and Defense Readiness Reporting System (DRRS) software and hardware, particularly with respect to data base management, data retrievals, and report preparation; mastery of GFM and JOPES policies and IT systems is required, particularly the crisis action planning procedures, to include initial TPFDD generation and monitoring of the TPFDD throughout the operation or exercise. This knowledge is required to monitor, assess, and make recommendations regarding the movement of personnel and material in support of the deployment process; in-depth knowledge of the interconnectivity of state-of-the-art computer and networking technology; knowledge of Joint and DoD correspondence and administrative format requirements and support procedures, to include capability to perform complex tasks associated with word processing, e-mail, computer calendar creation and maintenance, graphics, desk-top publishing, project management, area networks, message creation and Defense Message System.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of operation planning and exercise logistics management program theories, concepts and practices. Knowledge of operational planning and exercises for the entire range of conventional Joint Military Operations, such as Aerospace Warning (AW), Aerospace Defense (AD), Maritime Warning (MW), and Theater Security Cooperation (TSC), Land HD (LHD) operations, GFM Allocation Plan (GFMAP) procedures; Quick Response Force / Rapid Response Force (QRF/RRF) operational planning; Request For Forces (RFF) processes and procedures, Defense Chemical Biological Radiological Nuclear (CBRN) Response Force (DCRF) operations, and Maritime HD (MHD) operations. Knowledge of the operational missions, functions, responsibilities, organization, procedures, goals and objectives of the command, DoD, JCS, Services and Agencies.
Knowledge of processes and policies, global campaign planning, and policy development in a joint military environment, such as Joint Operation Planning and Execution System (JOPES) strategic Time-Phased Force and Deployment Data (TPFDD) operational planning, and Adaptive Planning and Execution (APEX).
Knowledge of DoD, Joint, Service and Agency operational doctrine, policy, principals and directives necessary to direct development or modification of logistical procedures and guidelines to support national war-fighting objectives and peacetime initiatives.
Ability to apply operation planning, exercise, and logistics management program knowledge toward developing comprehensive, sound business policies and procedures for related operations.
Skill in interpreting, evaluating, and recommending course of actions responding to related technical issues to provide leadership and other superiors with time-sensitive information.
Skill in making critical independent decisions, presenting and influencing top-level management decisions, and articulating and defending decisions to higher management. Skill in verbal and written communications, including those necessary to effectively plan, organize, and direct teamwork.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
