This information technology (IT) Project Manager position is located in the Office of the Chief Architect, Principal Deputy CIO, Bureau of Diplomatic Technoloy (DT/PDCIO/OCA), in the U.S. Department of State (DOS).
Duties
Manages, plans, designs, develops and facilitates EA and OCA project management functions that include
strategic planning, scheduling, quality management and customer satisfaction and assurance functions and services.
Monitors status and progress of projects, advises management concerning unusual project
situations and compiles and integrates input from various sources to develop planning documentation for
utilization by the employee and other project managers.
Coordinates and interfaces with multiple Department elements to ensure Office and Bureau customer IT needs are met and that there is full adherence to product delivery timeframes and senior management expectations.
Collaborates with stakeholders to facilitate development and implementation of significant IT project initiatives in OCA, and in the formulation of enterprise architecture solutions that are in accordance with the Department's IT Strategic Plan.
Participates significantly in development of long-range plans for deployment of IT security systems that are designed to anticipate, identify, evaluate, mitigate and minimize risks associated with IT system vulnerabilities.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards
Customer Service – experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide several potential solutions
AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with integrating public and private sector project management practices and systems to enhance IT project management programs and processes.
Experience developing and interpreting information and information systems assurance policies, procedures and strategies governing planning and delivery of secure IT services.
Experience preparing and delivering position papers, recommendations and assessments of IT project plans and issues for consideration to senior Office and Division management.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-13 position.
