As a Management Analyst for the National Veterinary Services Laboratories (NVSL) you will be providing administrative, analytical, and budgetary support for the program director and performing various administrative and support duties for the Foreign Animal Disease and Diagnostic Laboratory (FADDL) management and staff.
Duties
The duties may include, but are not limited to:
Analyzes, validates, tracks, and reconciles transactions for multiple accounting codes and purposes.
Downloads reports for selected financial transactions.
Develops and prepares reports of outstanding commitments/transactions for inclusion in the monthly Status of Funds.
Develops projections and maintains electronic spreadsheets for use in preparing budget requests, reports, end-of-year closeout, etc.
Responsible for developing cooperative service agreements.
Gathering, processing, assembling, and presenting the information most generally in accordance with predetermined or variable reporting formats.
Leads or participates in a variety of special emphasis projects.
Prepares and types complex special reports, which require substantial searching, analyzing, interpreting, and compiling of a wide variety of information from files and other sources.
Requirements

- Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
- All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.
- Criminal Justice Information Services (CJIS) database check required for work involving Biological Select Agents and Toxins.
- You may be exposed to risks and hazards of harmful biological, chemical and physical agents while working/reaching into incubators, hoods, centrifuges and other automated equipment.
- You may have exposure to disease conditions and agents that would require personal protective equipment/clothing, safeguards and enrollment in a health monitoring program.
- Your duties will include changing of clothes before entering the BSL3 space, shower before leaving from containment, standing or sitting for extended periods of time, high noise levels, working with and restraining animals.
- You may have restrictions on contact with birds, sheep, goats, cattle, and swine outside of the laboratory due to potential contamination issues and may be asked to abide by a 5-day Personal Recognizance Quarantine (PRQ).
- Work is mostly performed sitting comfortably. There is some walking, standing, bending and carrying of light items.
- Occasional travel to field locations to gather data, make presentations, attend meetings and provide consultation is required.
- Positions hired in Orient Point duty location will require daily travel to and from either Orient Point, New York and Plum Island, or Old Saybrook, Connecticut and Plum Island aboard Government-provided marine vessels.
- Prior to an official offer, selectee may be required to sign a memorandum of understanding (MOU) acknowledging/accepting relocation from Orient Point, NY to Manhattan, KS. Failure to sign the MOU will result in withdrawal of the job offer.
- If selected in Orient Point, NY, this position will be relocated from Orient Point, New York, to Manhattan, Kansas, when the finished National Bio-Agro Defense Facility is complete and ready for activity at a future date.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.
FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Gathering information, identifying and analyzing issues, and developing recommendations to resolve problems of effectiveness and efficiency of work operations in a program support setting;
Applying analytical and evaluative techniques to the identification, consideration, and resolution of administrative and program issues or problems of a procedural nature;
Soliciting input from subject matter experts, stakeholders, and managers on reports, analyses, presentations, and communications;
Managing projects or activities to completion; including monitors progress of projects or activities and provides timely updates to supervisor and takes corrective action to ensure projects are completed on time and with the allotted resources;
OR master's or equivalent graduate degree in Business Administration, Finance, Human Resources or similar field related to position;
OR 2 full years of progressively higher-level graduate education leading to such a degree.
Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
