This position is located in the USDA, Agricultural Research Service (ARS), Center For Grain and Animal Health Research, Plains Area, located in Manhattan, KS. In this position, you will be formulating administrative management policies, procedures, operations, goals or objectives; developing program performance measures and cost accounting for support services; and advising management on human resources personnel actions.

Duties

Provides technical and analytical support required by the location's management team for planning and coordinating the business management activities for the location. Develops reports and performs analyses to assess needs and develop business plans to meet the administrative operational requirements of the location. Evaluates and modifies existing methods, procedures, policies, and reporting requirements. Provides technical and analytical support for all phases of budget formulation, execution, and administration. Assures financial and technical performance reports and agreements are closed out in accordance with agreement and agency guidelines. Reviews preliminary contract specifications to ensure adequacy of statements of work, clearances, justifications, and funds availability are confirmed before forwarding to management. Provides technical and analytical support to the location management team to develop and execute the Annual Resource Management Plan (ARMP) for the location. Conducts administrative review of agreement statements of work and budgets and recommends modifications to the submitting party prior to submission to the Administrative Officer. Keeps employees informed of human resources rules, policies, regulations, and procedures. Reviews requests for personnel actions and provides advice and recommendations to management officials on propriety, relative needs and special problems which may be encountered in processing such requests.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-09 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with administrative and clerical programs to evaluate their effectiveness in achieving objectives; providing program support for travel, budget, or procurement of supplies and equipment; and advising on human resources laws, rules, or procedures. OR Education: Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Related degrees may include Business, Business Management, or Human Resource Management. OR A combination of education and specialized experience as described above. GS-11 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience formulating administrative management policies, procedures, operations, goals or objectives; developing program performance measures and cost accounting for support services; and advising management on human resources personnel actions. OR Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Related degrees may include Business, Business Management, or Business Administration. OR A combination of education and specialized experience as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
