Duties
You will serve as the PMA/W 101 MIDS FMS PAPM in support of the PMA/W MIDS program office within PEO C4I.
You will be responsible for managing Foreign Military Sales (FMS) cases and Security Cooperation programs.
You will manage a diverse portfolio of platform (Aircraft/Ship) Integration, advanced technology projects and programs to include leadership of an Integrated Product Team (IPT) with members from multiple professional domains.
You will manage cost, schedule and performance of a portfolio of related acquisition efforts, and lead a team as required to support acquisition processes.
You will provide oversight of the requirements, research and development, integration, testing, training, production, installation, contracting, budget planning and execution of the assigned programs.
You will prepare program budget estimates, develop work breakdown structures, build program schedules, perform contract planning and coordinate post-award activities.
You will apply risk management principles, and use earned value management tools and techniques to manage cost, schedule and performance for assigned program(s).
You will ensure compliance with Department of Defense and Department of the Navy 5000 Series directives, PEO policy and other relevant guidance, and the coordination preparation of program acquisition documentation.
You will work across both product-based and platform-based programs to ensure optimal use of resources, sharing of best practices, and synchronization of efforts.

- Based on the responsibilities of this position (Tier 2), the total adjusted salary may be capped equivalent to GS 14 Step 10 (currently $180,931) pay band, including higher responsibility positions.
- You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position requires a Secret security clearance with the ability to obtain and maintain Top Secret/SCI.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing FMS cases, security cooperation programs as well as cost, schedule, performance for a diverse portfolio of platform (Aircraft/Ship) Integration, advanced technology projects and programs to include leadership of an Integrated Product Team (IPT) with members from multiple professional domains including finance, contracting, Information Assurance (IA), software development, modeling & simulation, hardware integration, test & evaluation, and systems engineering. Responsibilities include stakeholder communication and the oversight of requirements definition, research and development, systems integration, qualification and testing, training, production, contracting, and managing and executing budgets across appropriated funding lines (RDTE and OMN), FMS funding lines, and Spectrum Relocation Funds (SRF) managed by the DoD CIO.
