The primary purpose of this position in the Strategic Workforce Integration, Planning and Evaluation division is to serve as the point of contact on resource allocation issues for civilian resource managers with Department of Air Force organizations.

Duties

Defends civilian resource requirements. Provides analysis for civilian pay related programs to include the Air Force's Civilian Permanent Change of Station (PCS) Program, Mass Transit Program, Injury Compensation Program, and Unemployment Compensation Program. Develops the Department of Air Force (DAF) Civilian Employment Plan: This includes civilian full-time equivalent (FTE) allocation plans that align with DAF manpower requirements and fiscal constraints. Analyzes the impact of manpower requirement changes within the context of projected on-board strength and FTEs. Partners with SAF/FM and AF/A1M to ensure fiscal responsibility while working closely with the AF/A1C division and AFPC to inform civilian personnel policies and operational guidance, facilitating responsible civilian pay execution. Develops DAF tracking and reporting systems: Designs systems to meet specific reporting requirements established by DoD, OPM, and Congress. Assesses the impact on civilian FTEs and end-strength resulting from congressional guidance, decisions by OSD, or changes in DAF policy and programs. Collaborates with SAF/FM and AF/A1M to ensure accurate and timely reporting, while coordinating with AF/A1C and AFPC to address any implications on civilian personnel management. Represents the DAF in ad hoc working group meetings: Participates in meetings led by DoD regarding civilian resource management and the impact of new policies. Establishes and maintains interfaces with other DAF and Uniformed Service agencies/offices, OSD, GAO, OMB, various defense contractors, and Congressional staffers involved in modeling, planning, programming, and developing or setting policy. Works closely with SAF/FM, AF/A1M, AF/A1C, and AFPC to ensure comprehensive representation and policy alignment. Supports DAF career field management and human capital framework assessments: Contributes to the development and refinement of DAF career field management strategies, ensuring that civilian workforce planning is aligned with the broader strategic goals of the Department. Engages with stakeholders across Career Fields and Commands to assess and enhance the human capital framework, driving initiatives that support talent management, career progression, and workforce development. This role ensures that career field management practices are integrated with operational requirements and fiscal realities, promoting a sustainable and capable civilian workforce.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes extensive background in advanced management and organizational principles and practices; comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; thorough knowledge of planning, acquisition, and management processes to provide Planning, Programming, Budgeting and Execution (PPBE) guidelines; and provide the Operating Budget Review Committee (OBRC) and the Personnel Budget Review Committee (PBRC) advisory services in support of effective civilian full-time equivalents (FTE) management. Working knowledge of the various command entities involved in overall planning and execution of operations and evaluations. A high degree of skill in analyzing and comparing budgetary projections, budgetary trade-offs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Department of Defense Planning, Programming, Budgeting and Execution (PPBE) and Department of Air Force policy/procedures, to include workforce planning in support of civilian resources. 2. Knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 3. Knowledge of the relationship of various military entities involved in overall planning and execution of military department civilian personnel operations and evaluations of the methods in which the PPBS process supports them. 4. Considerable skill in interpreting budget forecasts, execution plans, and developing narratives, reclamas, and issue papers. 5. Ability to gather, assemble and analyze facts, draw conclusions, conduct analyses, devise recommended solutions, and present recommendations/analyses/solutions in briefings, papers or reports suitable for senior management decision making. 6. Ability to assist with career field management, human capital framework assessments, and contributing to strategy and operating plans. Ability to communicate effectively both orally and in writing, negotiates complex issues, and maintains good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
