Qualifications

To qualify for the GS-11 level, you must have one of the following:
1 year of full-time* specialized experience equivalent to at least the GS-09 level defined as assisting with procurements, cooperative agreements, interagency agreements, and/or contracts.
Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; the education must provide the knowledge, skills, and abilities necessary to do the work of the position
equivalent combination of education and experience
To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as managing procurements, cooperative agreements, interagency agreements, and/or contracts; and assisting with acquisition and/or budget activities.
Your answers to the online assessment will be used to evaluate your competencies in the following area:
Knowledge of various funding agreements and/or contracts, policy and procedures, types and methods, such as simplified acquisition procedures, cooperative agreement or interagency sufficient to manage complex and difficult agreements.
Knowledge of federal laws, regulations and rules as they relate to the Federal Acquisition Regulation (FAR); Comprehensive Environmental Response, Compensation, and Liability Act (CERLCA) subpart O or other applicable requirements.
Knowledge of Superfund remedial and emergency response removal programs and hazardous waste assessment, investigations and remediation activities sufficient to manage agreements.
Ability to develop procurement plans, agreements documents, and funding estimates.
Skill in oral communication sufficient to facilitate and assist with the appropriate steps in acquisition and/or other funding agreement processes, as well as address conflict or bring resolution to complex issues.
Skill in written communication to prepare procurement and other agreement documentation, briefings and presentations.
Ability to facilitate and/or lead discussions.
In addition to meeting the experience and/or education requirements described above, you must possess the following skill: 40 words per minute typing speed.
