This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as a Budget Analyst in support of the budgetary process for the Resource and Acquisition Management Directorate. Follows guidelines of the Department of the Army (DA) and Office of Deputy Chief of Staff (ODCS), Plans and Operations/G-3/5/7.
Duties
Perform a wide variety of administrative, technical, and analytical duties pertaining to budgetary and financial functions.
Perform duties associated with all phases of the planning, programming, and budgeting system, to include processing contracting requirements.
Provide guidance concerning legal regulatory aspects of financial management.
Utilize General Fund Enterprise Business System (GFEBS), the US Army's web-based enterprise resource planning system, on a daily basis to execute assigned programs.
Follow policy set forth by AASA for management of the congressionally-controlled HQDA Army Management Headquarters Account (AMHA).
Determine the allocation and reallocation of resources required to support the G-3/5/7 multiple and diverse missions, programs and functional areas.

Qualifications
This position is a TERM NTE 2 YEARS position. A term position is time-limited and may be extended to a maximum of eight years.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes monitoring the execution of budgets within an office; assisting in the development of budget plans; and providing guidance on budget requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management; Finance, Accounting, or Economics.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Position is being filled at the GS-09 target GS-12 level. Duties described reflect the full performance GS-12 level. Duties will be performed in a developmental capacity under close supervision. This recruitment provides promotion opportunity to the target grade of the position without further competition when selectee is eligible and recommended by management.
