The position of Supervisory Program Analyst, is located in the Veterans Health Administration (VHA) Office of Finance's, Payment Operations, Largo, FL. Through the VHA Chief Financial Officer (CFO), VHA's Office of Finance serves in a mission critical role as the principal financial advisor to the Under Secretary for Health (USH).

Duties

Serves as a VHA Office of Finance representative in the field and is responsible for claims processing and program support for multiple programs under the cognizance of the Director. Conducts studies based on workload, utilization, costs, work methods and procedures, organizational and functional alignment and program goals established by leadership. Interacts with program leadership, internal and external stakeholders. Coordinates the preparation and submission of recurring monthly, quarterly, and annual reports, management briefings, summaries, and a wide range of non-recurring reports. Conducts interviews and makes personnel selections as vacancies become available. Initiates disciplinary actions and performance awards. Determine the scope of issues, determine the research methodology to gather facts, and then provide guidance and training to staff members. Meets with team to review and discuss challenge resolution; audits completed staff workload; performs inquiry resolution to ensure adherence of federal healthcare regulations, statutes, and VA policies. Ensures accurate processing of healthcare claims and accurate invoices for payment. Continually evaluates internal processes and identifies deficiencies, recommending system resolutions and improvements. Manage and raise awareness of resource distribution issues, making recommendations to program leadership about the distribution or redistribution of resources. Completes data abstraction and provides analysis of data/information as part of program reviews. When applicable, serves as a member of special workgroups and committees. Promotion Potential: The selectee may be promoted to the full performance level (GS-11) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday; 8:00am - 4:30pm Telework: Available (applicant is required on site 50% of work schedule per pay period). Remote: This is not a Remote position. Virtual: The employee may work at a VA facility or other VA-leased space (other than the facility that is hiring the employee) and is authorized for telework up to 50%. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience for GS-9 would typically include, but are not limited to: Continually evaluates internal processes and identifies deficiencies, recommending system resolutions and improvements. Completes data abstraction and provides analysis of data/information as part of program reviews. Ensures accurate processing of healthcare claims and accurate invoices for payment. OR, GS-9: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR; GS-9: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess combinations of successfully completed a master's education and specialized experience directly related to the work of the Supervisory Program Analyst position, which may be used to meet the experience requirements for GS-9 position. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-9 for the GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience for GS-11 would typically include, but are not limited to: Determine the scope of issues, determine the research methodology to gather facts, and then provide guidance and training to staff members. Routinely meets with team to review and discuss challenge resolution; audits completed staff workload; performs inquiry resolution to ensure adherence of federal healthcare regulations, statutes, and VA policies. Continually evaluates internal processes and identifies deficiencies, recommending system resolutions and improvements. Completes data abstraction and provides analysis of data/information as part of program reviews. Ensures accurate processing of healthcare claims and accurate invoices for payment. OR, GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience directly related to the work of the Supervisory Program Analyst position, and education beyond a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
