This position is located in VHA Office of Health Informatics (OHI), Office of Clinical Informatics (OCI), Applied Informatics (AI) Division. The incumbent serves as the supervisor of AI Operations and serves as an expert and principal advisor to the Director of AI, with management and oversight responsibilities for all operational support functions within the Division.

Duties
Major duties include but are not limited to:
Serves as an expert and principal advisor to the AI Director as well as the Directors of End User Support Services (EUSS) and Integrated Health Practice (IHP) within AI with management and oversight responsibilities for all AI operational support functions including position management, personnel actions, contracting, budget, and employee administration.
Exercises a broad range of supervisory responsibilities over subordinate staff, responsible for providing a wide variety of administrative management services to include transmitting guidance to AI Directors, managers and employees on policies and procedures covering operational services.
Establishes work objectives, sets priorities, schedules work, assigns tasks, coordinates operations, monitors work progress, and initiates corrective actions as required to ensure that the work assigned is accomplished efficiently and in a timely manner.
Develops performance standards and prepares performance evaluations.
Provides advice, counsel, and instructions on work and administrative matters.
Reviews and interprets policies, program guidance and objectives relating to assigned responsibilities and translates into operational management methods, systems, and operations.
Formulates and recommends changes in procedures, practices, and techniques to accomplish desired results with a broad view toward obtaining maximum efficiency and effectiveness.
Plans and deploys management approved strategic initiatives and organizational processes throughout AI in order to successfully support its mission, as well as matters related to business, resource management, organizational and workforce development, diversity and equal opportunity, communications, and core capabilities.
Provides executive level decision support for the AI Director, EUSS and IHP Directors and other VHA and VA business partners.
Work Schedule: Monday - Friday 08:00 AM - 04:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Knowledge of contract program management. Examples include experience with contract lifecycle management and contract requirement (e.g PWS) development.
Experience preparing and tracking multi-year budgets to include staffing, contracts, travel, training, and education.
Experience in provision of direct support at an executive level to include monitoring administrative functions, anticipating needs, and designing changes to organizational, staff, and resource procedures/processes.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience directing complex administrative and technical programs that involve simultaneous integration of a full range of management and support skills and services to a diverse staff.
Experience in the use of software applications that document, manage, and generate reports on multiple projects and programs; skill and experienced judgment in applying and developing criteria or requirements for testing and evaluating new approaches and concepts for major programs on a national scale.
Experience completing contracting packages, including performance work statements, cost estimation for the development of independent government cost estimates, acquisition plans, etc., as well as the evaluation of responses to solicitations
Experience preparing and tracking multi-year budgets to include staffing, contracts, travel, training, and education. Knowledge of and ability to apply project management tools and techniques as well as change management theory and application.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work may require some periods of overtime, intense concentration, and long hours to meet program deadlines and to devise corrective action and solutions to unexpected management crises under time-sensitive conditions. The work requires almost constant use of a video display terminal.
