This position is located within the Information Technology Security Office (ITSO). As an IT Specialist (Security) within ITSO, the incumbent is a recognized IT security and cyber threat intelligence expert within the federal government with a strong background in intelligence collection, analysis, fusion, and support to the intelligence planning process.

Duties

The incumbent will collaborate across government and industry, in classified and unclassified environments to support the federal judiciary and leverage national resources and the intelligence community to defend against potential cyberattacks. The Cyber Threat Intelligence analyst is responsible for promoting, developing, and updating threat profiles associated with the United States Federal Courts. The CTI analyst will assist in the development of priority intelligence requirements (PIRs), associated collection plans, and the development of relevant and actionable threat intelligence. Duties of the position include but not limited to: Preforming critical analysis of operational cyber data for the purpose of identifying potential future adversarial actions. Developing finished cyber intelligence products that include timely technical assessments and recommendations. Applying expert knowledge about judiciary specific critical assets to a wide variety of threat scenarios. Developing and updating of priority intelligence requirements. Developing and updating of specific intelligence requirements. Developing and updating of collection plans. Developing technical gap analyses for collection plans. Constructing of link analysis graphs. Developing mitigation strategies. Facilitating technical exchange meetings with partner government agencies. Developing and reviewing of Threat Intelligence Reports (TIRs) Curating threat intelligence feeds. Marketing research for threat intelligence tools. Providing Weekly status report productions and reviews. Managing of contract personnel supporting judiciary cyber intelligence services. Researching and evaluating new and emerging cyber capabilities and services. Coordinating and collaborating with federal, state, and local government partners and commercial vendors. Collecting, analyzing and disseminating classified and unclassified intelligence products and information to support the operational needs of the judiciary and the U.S. government. Performing the tasks and meet the skills, knowledge and abilities as described in NIST Special Publication 800-181 National Initiative for Cybersecurity Education (NICE) Cybersecurity Workforce for the roles of All-Source Analyst (AN-ASA-001), Threat/Warning Analyst (AN-TWA-001), and All Source Collection Manager (CO-CLO-001).

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in all of the following: Experience as an all-source or cyber intelligence analyst; Experience in defensive cyber operations; Extensive knowledge of Advanced Persistent Threats (APT) tactics, techniques, and procedures; and Understanding of possible attack activities such as network probing/scanning, DDOS, malicious code activity, etc. Desired, but not required: Applicants with one or more of the following certifications are highly desired: Certified Incident Handler Certification (GCIH) Certified Information Systems Security Professional (CISSP) Certified Forensic Analyst Digital Forensics (GIAC) The ideal candidate for this position will have a bachelor's degree in related field (e.g., Computer Science, Information Technology, Engineering, or other relevant STEM degrees from a fully accredited university.
