Qualifications

CONDITIONS OF EMPLOYMENT CONTINUED: 1. Individual will work 12-hour shifts, day or night, weekends and holidays included, not to exceed total amount of bi-weekly paid hours to maintain currency. In the event of crisis operations or low military manning levels, the individual will work routine shift of 12-hour shifts, day or night, weekends and holidays included, not to exceed total amount of bi-weekly paid hours. 2. Position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations. This may require operation in both field conditions and combat zone. 3. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 4. This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. 5. Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition. 6. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") 7. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. 8. This position is designated as a Watch Officer (WO) position. Employee must be able to obtain and maintain Watch Stander certification IAW JOC SOP by completing certification syllabus and currency training. Individual will work 12-hour shifts, day or night, weekends and holidays included, not to exceed total amount of bi-weekly paid hours to maintain currency. In the event of crisis operations or low military manning levels, the individual will work routine shift work of 12-hour shifts, day or night, weekends and holidays included, not to exceed total amount of bi-weekly regularly scheduled paid hours. Premium hours, in addition to regularly scheduled hours, may be authorized during crisis or ad-hoc situations. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of DoD, DA, and USCENTCOM security principles and requirements to ensure the appointed security mission is accomplished, and to maintain and monitor all security data, appointment, and billet structure for the division to assist in developing security processes and procedures for the division and assist inspected organizations, as required, in the development of the same. Knowledge of Physical Security, Personnel Security, Information Security, Operations Security (OPSEC), Communications Security (COMSEC), Information Assurance (IA), Sensitive Compartmented Information Security, Special Access Program Security, and Industrial Security to conduct comprehensive security readiness assessments. Thorough knowledge of Property Book requirements to maintain, audit, and manage sub-hand receipt authorization, accountability, and inventory control. Knowledge of the Privacy Act (PA) and Freedom of Information Act (FOIA) requirements to ensure the functions as sole IO point of contact is accomplished. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of HQ USCENTCOM, Operations Directorate vision, goals, objectives, mission, strategy, responsibilities, processes, and relationships to include capabilities and authorities of the Department of Defense (DoD), Combatant Commands, Joint Staff, intelligence agencies, U.S. military departments, and non-DoD agencies. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate both orally and in writing with technical accuracy to discuss and negotiate complex issues at the senior executive levels of Command. Ability to develop, coordinate, implement and manage Operations Directorate priorities and operational requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
