This is a management position located in the Office of the Director at the Roseburg VA Health Care System, (RVAHCS). Serves as an advisor to top management officials including, but not limited to, the Medical Center Director, Associate Director, Chief of Staff, Associate Director for Patient Care Services, as well as individuals at the Network Director's Office, VACO, and other federal and non-federal agencies. **Recruitment Incentives may be available to highly qualified candidates**

Duties

This is a management position located in the Office of the Director at the Roseburg VA Health Care System RVAHCS. As an advisor to top management officials of the medical center, assignments will be provided on a broad spectrum of complex topics to include participation in local planning and operational issues, new budget initiatives, financial and workload analyses, and program evaluation and implementation. Duties include but are not limited to: Strategic Planning/Program Management - 55% Incumbent is responsible for the creation of the facility strategic plan, the facility overall all operational plan, working with service chiefs to facilitate the development of service level strategic and operational plans that are in alignment and support the successful implementation of the facility's strategic plan. The incumbent actively participates in program planning for the medical center. The incumbent coordinates, as appropriate, the medical center's VA mandated planning programs, which require substantial amounts of short- and long-range planning expertise. The planning associated with these programs directly affects the future direction and magnitude of the medical center's mission and associated health care delivery programs. It also affects a substantial Veteran population within the medical center's primary service area/network. This in turn directly impacts on the missions and programs of all other VA facilities in the Network. Incumbent is closely involved with the VISN office coordinating and planning staff. The incumbent is closely involved with the VACO GREC office as the facility strategic plan will be crafted to include becoming an Age Friendly Healthcare System. This planning function requires expertise in statistical analysis, demographics trending, and short- and long-range forecasting, space optimization and patient flow, functional analysis to ensure patient safety in a health care setting and for the planning of new spaces for patient care activities. The incumbent will be heavily involved in the activation of the new clinic in Brookings and in the planning, development, contracting and implementation for new leases/space for healthcare within the RVAHCS catchment area. Data Management, Research and Analysis - 30% Incumbent directs and assists medical center staff in administrative research, management analysis, and development of reports pertaining to the facility's strategic and operational program plans, development operations, and assessment of any planning phase of the Medical Center's activities. This includes the acquisition, development, analysis and presentation of population-based planning data, economic demographics, patient care, and work performance for use in planning efforts. Data must be developed from Decision Support System databases, VSSC data bases, Cost Distribution Reports, Markert Assessment, population and other data bases, and synthesized into comprehensive and justifiable proposals for new clinical programs and expansions that can withstand Network and VACO intense scrutiny. Such assignments are broad and not adequately covered by manuals, previous reports, or established management programs and require a great deal of creativity in designing methods to gather, analyze and present data. Administrative Duties - 15% Incumbent manages the administrative functions of Strategic planning for the facility. Chairs the Strategic Planning Committee (SPC) comprised of a multidisciplinary membership of healthcare professionals ensuring facility key initiatives are generated, tracked, reported on, closed out, and sustained, and resource recommendations are reviewed, analyzed and data driven recommendations that are in alignment with strategic plan are developed and presented to the Executive Leadership Board. Strategic Planner is the back up for the Facility Planner and may serve on the facility Incident command. Qualifications

To qualify for this position, applicants must meet all specialized experience requirements within 30 days of the closing date of this announcement, 09/05/2024. You may qualify based on your experience as described below: Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization in the federal service, or equivalent experience in the private or public sector, that has equipped you the particular knowledge, skills, and abilities required to successfully perform the duties of this Health System Specialist position. Your experience must show progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Examples of specialized experience would typically include, but is not limited to: Creation of the facility strategic plan; space and construction planning; analyzing management techniques, processes, and styles for improving organizational effectiveness; in-depth knowledge of VHA operations; works closely with employees from all levels and all disciplines across multiple organizations, including leadership at the facility, VlSN, VACO levels, Ol&T, commercial vendors, experts in the field, and others; developing, analyzing, and evaluating new, existing and expanding programs; accurate workload analysis reports for use in projecting future trends and formulating an annual budget; monitors action items within the organization and ensures appropriate progress to remedy problems and ensure risk management. Physical Requirements: The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Some travel is required that may be required on short notice. Work requires many short deadline projects so work hours may vary at times and may be highly stressful. Work Environment: The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, training rooms, and libraries. The work area is adequately lighted, heated, and ventilated. There may be occasional exposure to moderate risks or discomforts in storage areas or hazardous wastes. The work includes work with some uncooperative or disgruntled stakeholders, political officials and short turn arounds that result in times of high stress
