The incumbent serves as a Health System Specialist to the Deputy Chief of Staff (DCOS) at the Roseburg VA Health Care System and will work on-site at the Roseburg VA Health Care Center. The incumbent is responsible for a wide range of responsibilities and is actively involved in operational issues and strategic planning for the health care system.

Duties

Major duties include, but are not limited to: Maintains supervisory control over all Time and Leave groups within COS Services. Conducts and directs special studies and analyses of complex problems relating to staffing requirements, space and equipment utilization, organizational alignment, and other areas of concerns. Recommends solutions and supervises the implementation of solutions once they are approved. Interprets constraints, identifying subtle and salient points, and extrapolates available data and information to provide management with adequate information from which to make long-range decisions. Acts as a liaison for the DCOS dealing in a wide variety of legal issues as they impact patient care and the operations of the Medical Center. Represents the COS at Medical Center administrative and clinical committee meetings and has delegated authority to make decisions and recommendations that impact the operations of the Medical Center. Provides assistance and coordination in the development and implementation of Medical Center projects and works closely with service chiefs and administrative support personnel in each of the clinical services to allow for information sharing and ideas. Serves as congressional liaison for patient and other consumer complaints and is responsible for resolving these complaints in a satisfactory manner. Independently formulates medical administrative policies and procedures. Coordinates recruitment and retention of professional staff with DCOS and assists the Strategic Business Partner with this function. Serves as a coordinator for top management in all construction projects affecting professional services by previewing project plans with concerned service managers. Advises Medical Center management of appropriate contracting methodologies and requirements, ensuring cost effective methods are utilized. Prepares supporting documentation to contracting as required in accordance with established criteria for contract actions. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Physical Requirements: The work is mostly sedentary with walking throughout the campus for meetings, etc., required. Slight physical effort may be necessary from time to time. Qualifications

To qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 08/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for the GS 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants must have oneof the following listed below: Undergraduate or graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcript required).OR, Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field: This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. In addition to meeting the Individual Occupational Requirement requirements, applicants may qualify based on experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting with formulating medical administrative policies and procedures; Assembling and organizing data into understandable formats that can be used as a basis for management decisions; participate in identifying and resolving problems and situations affecting hospital operations; provides assistance in the coordination and development of Medical Center projects; Assists with patient/guest related complains and problems. Assists with supporting documentation to contracting in accordance with established criteria for contract actions. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume. GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:Independently formulates medical administrative policies and procedures; Analyzes data and applies management principles and analytical techniques to independently make recommendations or changes to program operations; Independently identifying and resolving a full range of complex management problems; participates on the Medical Center Executive Leadership Board, or other committees as assigned by the Director; Makes decisions and recommendations that impact the operations of the Medical Center. Advises management on appropriate contracting methodologies ensuring cost effective methods are utilized.
