WHAT IS THE Human Capital Office DIVISION?

Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Operations Human Resources Shared Services
The following are the duties of this position at the full working level.
Develops strategies and implements policies and programs related to complex Worklife programs forService wide application. Uses a mastery of HR principles, concepts, practices, laws and regulations and consultative skills.
Reviews and evaluates the effectiveness of the Worklife Programs Branch policies and practices through reports conferences, on-site visits and other contacts with Service wide activities. Findings are translated in specific corrective actions, including new or revised policies or program requirements. Prepares and presents reports and briefings on program status and planned improvement actions to key executives, both within and outside the agency.
Reviews, modifies, and recommends approval or rejection of proposals for changes to functions, procedures, or policies national in scope that enhance effectiveness of the assigned programs. Assesses proposals to ensure their outcomes are streamlined, practical, efficient and in full compliance with regulatory and statutory requirements. Makes recommendations to management on major changes in work plans or operations; defends the rationale for decisions and negotiates compromises.
Serves as a lead or principal team member in planning, organizing, and directing team efforts.
Formulates and administers Service wide policies and procedures, participates in task forces or special projects, and provides on-going advice relative to IRS' work life programs and issues
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
?SPECIALIZED EXPERIENCE: GS-14 LEVEL:?To be minimally qualified for this position at the GS-14 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression. Specialized experience for this position includes: Demonstrating comprehensive use of concepts, principles, practices, laws, and regulations of human resources management (HRM) to inform management and other personnel staff of issues or changes. Experience developing a wide range of qualitative and/or quantitative methods sufficient to serve in an authoritative role; providing advice, developing policy, and/or developing recommendations for complex service-wide issues. Experience writing policy, operational reviews, white papers, and/or intranet publications; delivering verbal presentations of findings, briefings, and/or making recommendations to upper management.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
