You will serve as an Administrative/Technical Specialist (NEST Technical Area Manager) in the Corporate Operations Office of NAVSURFWARCEN IH DIV.
The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $153,354).
Duties
You will serve as a Technical Area Manager for the NEST Program.
You will facilitate Other Transaction Agreement (OTA) actions on behalf of the Government, connecting the technical departments with internal and external customers to sustain and grow the Naval Energetic Systems and Technologies Program of NSWC IHD.
You will review Government requirements for content and appropriateness.
You will engage with all technical Departments, Consortium Management Firm, Consortium, and Consortium Members.
You will keep management apprised of project status, issues and significant changes.
You will assist in facilitation of OTA actions and potential collaboration opportunities and assists in management and of all relevant projects.
You will serve as a primary face to the customer and collaborates with other WFC sites on specific proposals and initiatives.
You will interface with other Warfare Centers/Commands and represents the program on committees and groups with responsibility and
authority to defend the assigned program, influence resource allocation and effect major changes to programs and goals.
You will ensure that funding is executed in timely, and in accordance with Navy and DoD instructions, and other regulations, instructions,
and management documentation.
You will serve as an honest broker for the program and recommends best value solutions.
You will manage milestones, schedules, budgets and costs to ensure program success and adapt plans to meet customer requirements.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and utilizing Other Transaction Agreements (OTA's) to sustain and grow Energetic Systems and Technologies Programs in order to meet major organization objectives.
