The primary purpose of this position is: To serve as first level supervisor; plan and implement the organization's quality program; monitor and provide guidance for safety and environmental program; support maintenance analysis requirements, institute proactive process improvements; monitor Quality Program through subordinate evaluators; and provide maintenance training.

Duties

Develops the 47th Maintenance Directorate's coordinated Quality Program using the Maintenance Standardization and Evaluation Program (MSEP). Responsible for integrating the quality assurance functions to include the overall direction, management and administration of aircraft maintenance programs for three different types of aircraft (T-1, T-38, and T-6) in support of aircraft launch, recovery, and maintenance operations directly supporting HQ AETC strategic pilot production requirements in USAF flying MAJCOMs. Serves as supervisor of the Quality Assurance Section, performing the full range of supervisory and managerial duties. Assigns and explains work requirements and operating instructions to subordinate supervisor and/or workers, sets deadlines, and establishes the sequence of work operations to be followed. Ensures the availability of required technical orders, safety manuals, training instructions and other written material required to perform work within the aircraft maintenance organization. Acts as liaison between Director of Maintenance and AETC Headquarters for any aircraft, engine, aerospace ground equipment and/or test equipment problems and policy and/or procedure problems. Utilizes Integrated Maintenance Data System (IMDS) and other automated systems. Analyzes trends that affect the organization's ability to meet maintenance schedules and recommends corrective actions to increase impact of positive trends and solve/resolve negative trends or problems. Accepts and conducts special projects as tasked or assigned by the Director of Maintenance.

  • The critical nature and scope of the work performed, coupled with the safety of flight implications relating to aircraft maintenance, establish the primary skills and knowledge required to be technical in nature.
  • Understanding of aircraft AFTO Form 781 documentation and the AETC Civil Service and Contractor Maintenance Training Program is highly desired.
  • May be required to work overtime, shift work, weekends, emergency callback, uncommon tour of duty, perform TDY and travel on any means of transportation directed by management, e.g., military aircraft, etc.
  • Incumbent must have/maintain a valid state driver's license.
  • Must pass flight line vehicle operator's test.
  • Perform other related duties as required and assigned.
  • Exposure to various phases of T-1, T-38, and T-6 aircraft maintenance in order to perform inspection reviews, evaluate suggestions and technical order changes is highly recommended.
  • Must be able to obtain and maintain a SECRET security clearance.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug.
  • This is a Centrally Managed Position in the Logistics Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.
  • This is a Supervisory Position. A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for Equipment Facilities and Services Series, 1601. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge in objective sampling of equipment quality, evaluating the proficiency of maintenance personnel, and determining compliance with HQ and unit Maintenance Standardization Evaluation Program (MSEP), and MSEP focus areas, programs, and processes. Extensive knowledge and skills in established maintenance policies and procedures to write and review maintenance-related operating instructions, job standards, and local forms, technical procedures, and checklists. Knowledge in foreign object damage and dropped object prevention programs, impoundment programs, and tool control and equipment accountability programs to ensure the Directorate programs comply with AF instructions. Knowledge of statistical analysis and statistical process controls in order to develop performance standards and expected performance levels. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques. Knowledge and understanding of sortie generation as it pertains to repair of aircraft, aircraft maintenance policies, aircraft maintenance procedures, and aircraft availability. Knowledge of safety programs, environmental programs, FOD program, technical orders, aircraft and equipment maintenance management, and maintenance operating instructions (MOIs). Skill in interpreting and applying technical orders, safety and environmental requirements, and training guidelines. Ability to collect, compile, and correlate production data from a variety of sources and analyze a variety of routine production data to include the integrated maintenance data system and maintenance standardization and evaluation program. Ability to manage and supervise a subordinate workforce consisting of supervisory and non-supervisory personnel representing a wide array of aircraft maintenance occupational specialties in pay grades. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
