The primary purpose of this position is to serve as assistant to the Aircraft Maintenance Quality Program Manager and exercise full managerial authority over the Aircraft Maintenance Quality Assurance Program.

Duties
Plans, organizes, and directs the inspection activities of the Maintenance Directorate Quality Assurance Programs.
Exercises supervisory personnel management responsibilities, and acts as the second-level supervisor of the Quality Assurance Staff, in absence of the Chief of Quality Assurance.
Develops task requirements and per forms inspections on aircraft, equipment, facilities, and personnel.
Maintains assigned aircraft weight and balance records. Ensures strict accounting of aircraft weight and balance for safe flight operations.
Participates in investigation of aircraft flight mishaps, ground mishaps, and/or incidents involving damage to aircraft or injury to personnel.
Performs as a government Quality Assurance Representative and Quality Assurance Evaluator.

- "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use." IAW, AFI 44-107.
- May be required to work overtime, rotating shifts, uncommon tours, weekends, and/or emergency callback. May be subject to recall during off-duty hours.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft to Perform Temporary duty travel (TDY).
- May be required to operate a motor vehicle in flight line areas, a valid driver's license is required. Must pass flight line vehicle operator's test.
- Exposure to various phases of T-1, T-38, and T-6 aircraft maintenance in order to perform inspection reviews, evaluate suggestions, and technical order changes is highly recommended.

- Must be able to obtain and maintain a Secret security clearance.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Equipment Facilities and Services Series, 1601.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic personnel management principles and techniques. Knowledge and understanding of Air Force and command directives governing aircraft maintenance and Quality Assurance Programs. Knowledge of T-1, T-6 and T-38 aircraft systems to include engines, electrical, neuralgic/hydraulic, environmental, fuels, egress, landing gear, flight controls, and structural repairs. Knowledge of mishap investigation and reporting procedures as outline in government directives. Knowledge of inspection techniques; ability to inspect and evaluate work performed, personnel qualifications, aircraft, equipment, and compliance with guidelines in applicable technical orders. Knowledge of safety and security regulations, practices, and procedures. Knowledge of aircraft weight and balance procedures on T-1, T-6 and T-38 highly desirable.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of basic personnel management principles and techniques. Ability to supervise and lead personnel to accomplish work in a high-flying maintenance environment and operations tempo. Knowledge and understanding of Air Force and command directives governing aircraft maintenance and Quality Assurance Programs.
Ability to read and interpret aircraft and equipment blueprints. schematics, diagrams, and technical data governing standard operating procedures. Ability to analyze maintenance trends to determine root cause of problems and implement appropriate corrective actions.
Knowledge ofT-1, T-6 and T-38 aircraft systems to include engines, electrical, neuralgic/hydraulic, environmental, fuels, egress, landing gear, flight controls, and structural repairs.
Knowledge of mishap investigation and reporting procedures as outline in government directives.
Ability to communicate effectively both orally and written with internal and external agencies on a wide range of maintenance issues.
Knowledge of inspection techniques; ability to inspect and evaluate work performed, personnel qualifications, aircraft, equipment, and compliance with guidelines in applicable technical orders. Knowledge of safety and security regulations, practices, and procedures. Knowledge of aircraft weight and balance procedures on T-1, T-6 and T-38 highly desirable.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
