Duties

IRS Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Selected applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. In addition, the IRS implemented the new IRS Forward Recent Graduate Program that includes an additional year of formal development, training, networking, project teams, and may include rotational assignments. Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career/career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to: Successful completion of at least 1 to 2 years of continuous service depending on the position; Completion of at least 40 hours of interactive training; Mentorship; Demonstration of successful job performance; and Meet the qualification position standards. Conversion to the competitive service is not implied or guaranteed. If selected, you will be placed in a developmental position as a Social Scientist - Pathways Recent Graduate Program, GS-0101- GS-7 with promotion potential to GS-11 in one the division(s) listed below: Human Capital Strategy Planning (HCO) A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Strategy and Planning / Human Capital The following are the duties of this position at the full working level. Works with senior social scientist performing work assignments in the areas of social economic and psychology and assumes technical responsibility in the assigned area for various phases of initiation,formulation, planning, execution, and control of major human capital social science studies or continuousprojects. Such studies could include collective bargaining negotiations, personnel workforce demographic surveys and other research support for HCO divisions and other human capital related activities. Assists higher graded scientists in determining the objectives of social science research projects and the methodology to be used to obtain the objectives. Working with a senior social scientist, the incumbent will work closely with HCO Labor and EmployeeRelations personnel to execute studies, use of sensitive data, and provide executive briefings for laborrelations, labor contracts, bargaining strategy, settlement agreements, business unit outreach, and specialprojects. The incumbent's contribution to the analyses and recommendations have a direct impact oninfluencing human capital policies and practices, union negotiation and improving the overallutilization of HCO resources. Resolves limited complex social science problems or errors requiring professional attention. Develops, analyzes, and reviews social economic and social psychology statistical information in assigned area to present findings and for reasonableness and accuracy of the material produced for a given study. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: To be minimally qualified for this position at any grade level you must meet the following basic requirements. You must have a degree from an accredited college or university in behavioral or social science, or related disciplines appropriate to the position. OR a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-7 SPECIALIZED EXPERIENCE/EDUCATION: In addition to the program requirements and the basic requirements, to be eligible for this position at this grade level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience includes: Experience that demonstrates the use of standard methods and principles of social economics and social psychology and their application to tax return statistics, and related research projects; experience using basic social economic and social psychology research and study design and administration processes from the formulation of concepts through specification and analysis of output to the presentation of conclusions; experience assisting with reporting on social science projects, data and findings and assisting with creating presentation graphics displaying social science data and findings. Experience using basic standard statistical principles and practices sufficient to perform developmental assignments and using basic computer programming languages and statistical software packages. OR EDUCATION: You may qualify based on education as follows: One (1) year of graduate level education at an accredited college or university in behavioral or social science; or related disciplines appropriate to the position. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in your major field of study or those courses in your major completed in the last two years of study, or rank in the upper one third of your class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society. GS-9 SPECIALIZED EXPERIENCE: In addition to the program requirements and the basic requirements, to be eligible for this position at this grade level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience includes: Experience that demonstrates the use of standard methods and principles of social economics and social psychology and their application to tax return statistics and related research projects; experience using basic social economic and social psychology research and study design and administration processes from the planning and formulation of concepts through specification and analysis of output to the presentation of conclusions and control of the studies and experience using basic standard statistical principles and practices sufficient to perform developmental assignments. Experience should include assisting in performing social psychology and social economics research and interpreting pertinent information and transforming research into statistical and tax literature for data and social psychology research methodology; experience entering social science data into databases; assisting with statistical analysis of social science or business data; experience using basic computer programming languages and statistical software packages. OR EDUCATION: You may qualify based on education as follows: A master's or equivalent graduate degree in behavioral or social science; or related disciplines appropriate to the position. OR two (2) full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree in behavioral or social science; or related disciplines appropriate to the position. GS-11 SPECIALIZED EXPERIENCE: In addition to the program requirements and the basic requirements, to be eligible for this position at this grade level you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes: Experience that demonstrates the use of practical technical methods and principles of social psychology and social economics in order to apply these methods, principles, and applications to research projects. Experience applying scientific methods which may include: structured and unstructured interviewing techniques, focus groups, social surveys, social psychological studies, behavioral analyses, ethnographic designs, and participant observation. Experience using statistical principles and practices on social psychology and social economic research procedures and techniques to research, develop, analyze, and report results (orally and/or in writing) on social science or business assessments; experience using computer programming languages and statistical software packages to provide research products and develop tables and graphical materials; experience resolving a variety of conventional problems, questions, or situations and assistance in providing research conclusions. OR EDUCATION: You may qualify based on education as follows: A Ph.D. or equivalent doctoral degree in behavioral or social science, or related disciplines appropriate to the position. OR three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in behavioral or social science; or related disciplines appropriate to the position. Education

This position has an education requirement. You MUST submit dated documentation showing completion or intended completion (if graduation is no more than 9 months from the date of application) of all educational requirements (e.g. letter from the registrar, unofficial transcripts). An official transcript will be required if you are selected. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. CERTIFICATE: If you are qualifying based on a certificate program, please refer to Treasury's Pathways Program for more information on qualifying certificate programs. A Certificate Program is a post-secondary educational program in a qualifying educational institution, equivalent to at least one full-time academic year of study, that is part of an accredited college-level, technical, trade, vocational or business school curriculum. For study at a business or technical school, 36 weeks of study (20+ classroom hours per week) is comparable to 1 academic year of full-time study. IF you are applying with a completed IT or Business Professional Certification you must submit a dated transcript or letter issued by the Academic Institution detailing your completed coursework and credit hours completed. If your Academic institution calculates a full-year of academic studies with fewer hours, or academic credits are expressed in contract months, units, or other terms that differ from the conventional hours, please have your academic advisor provide a letter certifying the Certificate program meets the regulatory definition.
