The position is in the Department of Defense Office of Inspector General (DoD OIG), Mission Support Team (MST), Human Capital Management (HCM). Incumbent serves as the Human Resources Specialist for recruitment related programs in the Classification and Staffing Division.
Duties
Manages OIG Pathways Program, OIG Workforce Recruitment for Students with disabilities, and OIG Detail Program.
Manages the DoD Priority Placement Program/Reemployment Priority List.
Serves as the Administrator of USA Staffing or other automated recruitment systems. Works with the service provider regarding licenses, and facilities granting access. Resolves system problems and provides system training and guidance to staff.
Identifies and recommends appropriate training in staffing for other HCM staff; monitors training so that it is commensurate with current responsibilities.
Conducts or participates in special projects or studies in recruitment and staffing; develops project plans and objectives; conducts projects; documents results and provides recommendations to HCM leadership.
Maintains awareness of DoD and OPM changes in law, regulation, and policy affecting recruitment and placement. Determines effect on OIG and recommends methods of addressing new requirements.

Qualifications
Time in Grade:
For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service.
For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service.
Specialized Experience: At the GS-12, applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Employing laws, regulations, policies, and precedents for Pathways Program, Workforce Recruitment for Students with disabilities programs. Knowledge of Veteran Preference, DoD Priority Placement Program, and Reemployment Priority List priority placement rules to recruitment programs. Experience working with USA Staffing or comparable platform systems. Assist in auditing staffing actions and records. Assist in preparing and briefing staffing information and metrics to a wide variety of audiences.
Specialized Experience: At the GS-13, applicants must have one year (52 weeks) of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Independently manage programs and processes to meet recruiting needs. Administer MP, DE, and excepted hiring recruitment programs (Pathways Program, Workforce Recruitment for Students with disabilities). Apply Veteran Preference, DoD Priority Placement Program, and Reemployment Priority List priority placement rules to recruitment programs. Serve as a USA Staffing or comparable platform system administrator. Audit staffing actions and records and ensure staffing actions are legal and compliant. Prepare and brief staffing information and metrics to a wide variety of audiences.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
