Duties
Researches and analyzes contractual and payment histories. Reconstructs obligation and payment history on spreadsheets and/or worksheets, identifying various funding allocations, obligations, etc.
Reviews all payment documents for each contract for validity of entitlement and accuracy of accounting data. Makes corrections to MOCAS including adjustments to the Contingent Liability Record (CLR).
Identifies accounts receivables and initiates action regarding contractor indebtedness. Initiates and responds to correspondence related to contract reconciliations.
Researches and analyzes appropriation errors, obligation errors and disbursement errors causing contractor invoices to enter nonpayment status. Reviews contracts to determine possible sources of funding errors.
Contacts funding stations, ACOs and PCOs to obtain data to resolve discrepancies. Identifies errors after researching cause of the reject and prepares necessary adjustment documents to process the invoice for payment.
Prepares various types of adjustment documents for external reporting of disbursement data.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: maintaining financial accounts; posting financial transactions; preparing financial reports; reconciling accounts and working with a variety of accounting and automated financial system.
GS-07 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-06 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-07 Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
