As a Senior Advisor for Postal Transformation at the GS-0301-15, you will be part of Healthcare and Insurance, in the Office of Resource Management and Operations, reporting to the Enterprise Program Management Office (EPMO) for Postal, in the Office of Personnel Management. If selected, you will be responsible for leading Agency wide Postal transformational initiatives and provide expert advisory support to improve organizational health, customer-focus, and overall performance leveraging.

Duties

Identify, through intensive stakeholder engagement and analysis, OPM challenges and opportunities to improve organizational health, customer focus and overall performance. Communicate effectively with senior officials in both the Federal and private sectors to gain cooperation and support on important organization policies. Write clearly and persuasively to produce a variety of analyses, reports, and other written materials in a form suitable for the intended audience. Implement solutions through direct or indirect oversight of numerous, possibly adhoc teams and lead quality delivery within constrained timelines, funding and resources.

Qualifications

For the GS15: You must have one year of specialized experience at the GS-14 level (or equivalent) that includes: 1) Leading agency wide transformational initiatives to improve organizational health, customer-focus, and overall performance utilizing a data-driven approach; AND 2) Preparing and/or reviews executive materials to support decision-making and alignment. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS 15 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
