The primary purpose of this position is to provide administrative and program management to the Department of the Air Force (DAF) Foreign Materiel Program (FMP).
Duties
Provides administrative and program management to the Department of the Air Force Foreign Materiel Program (FMP).
Plans, organizes, oversees, manages, directs and controls AF Foreign Materiel program requirements and projects.
Performs foreign materiel weapon system acquisition, and the analysis and system evaluations.
Manages the requirements planning, programming, and budgeting for effective accomplishment of foreign materiel acquisitions and evaluation in order to meet overall AF and DoD goals and objectives.
Ensure proper DoD and DAF Staff coordination on foreign materiel acquisition concepts of utilization (COU), analysis and evaluation master plans, and final reports.

Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and Air Force planning, acquisition, and management processes to provide PPBE guidelines and advisory services in support of the Air Force Foreign Materiel Program and similar operations planning efforts; Comprehensive knowledge of the Federal, DOD, and Air Force planning, programming, budgeting, execution process (PPBE); and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD and DAF administrative and program management principles, methods, and techniques related to FMP resource allocation and programming, DoD, Services and partner FM programs, research and development and test and evaluation infrastructure.
2. Knowledge of fundamental principles related to Test and Evaluation, Acquisition, Training, Intelligence and Operations related to electronic warfare, cyber operations, ground and airborne weapon systems, subsystems, and components, which simulate scenarios or conditions and show the effects of various applied changes.
3. Knowledge of the DAF FMP's process and procedures including planning, programming, budgeting, management, and execution.
4. Knowledge of DoD FMP oversight process and reporting requirements. Knowledge of DoD/AF system acquisition processes, DoD/AF Foreign Materiel Acquisition processes, and DAF Planning, Programming and Budgeting Process.
5. Knowledge of the DAF FMP and weapon system's operational requirement definition process, as well as weapon system specification development.
6. Knowledge of siting and disposition procedures for foreign materiel assets. Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
