The incumbent will serve as the Capital Planning Branch Supervisor responsible for the development of strategy, implementation, and oversight of the Capital Planning & Investment Control (CPIC) program.
This position is neither remote, nor virtual. The employee will be expected to report in person to the assigned duty location.
Duties
Leads the Rural Development CPIC program by advancing OMB eGov policies, Circular A-11 requirements, and industry best practices and standards for IT governance.
The incumbent participates in government-wide fora and working groups to develop policy and standard operating procedures for CPIC operations.
Leads integration of project management activities with the CPIC process, enterprise architecture, and IT security functions.
Interfaces regularly with RDTO teams including enterprise architecture, financial management, business relationship management (requirements), portfolio management, and audit/internal controls.
Demonstrates mastery of advanced IT principles, Circular A-11, CPIC consistent with Federal policy; PMI processes, techniques, and procedures to ensure effective project lifecycle management.
Conducts special projects, ongoing analyses, investigations and initiatives that have high priority for RD senior management.
Supports RD’s governance processes in conjunction with and established framework to reflect a cooperative and strategic approach to using IT to improve the delivery of RD information, products and services.
Serves as supervisor of a group of Capital Planning analysts and assisting contractors predominantly at the grade GS-13 level in carrying out CPB responsibilities.
Provides and obtains expert CPIC analysis and advice on complex, program-related IT issues or problems where new analytical techniques must be developed to identify and evaluate findings.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
SPECIALIZED EXPERIENCE FOR GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Rural Development maintains 8 investments, four of which are major two are non-major, one standard, and one shared services as approved by USDA.
Specialized experience for this position includes:
- At this level your knowledge and experience must be sufficient to lead the day-to-day execution of all activities associated with Capital Planning and Investment Control (CPIC).
- Ability to lead a team of CPIC professionals assigning and scheduling work, ensuring timely delivery, quality, and compliance with OMB and USDA requirements.
- High degree of familiarity with OMB Capital Programming Guide.
- Ability to implement and integrate IT portfolio management policies, IT acquisitions policy, and lifecycle management procedures.
- Ability to interpret Capital Planning guidance, apply to RD investments, and communicate to leadership (RD and USDA) on the status and activities associated with the RD suite of investments as well as major project activities being managed under each investment.
- Ability to train and mentor staff.
- Create and deliver investment related financial reports.
- Proficiency with capital planning reporting tools.
- Excellent oral and written communication skills required.
