The primary purpose of this position is to serve as the lead program analyst for the National Technical Nuclear Forensics (NTNF) program within the Systems Development Directorate. These duties will include program planning, execution and management.

Duties
As a Program Analyst, manages a function responsible for the analysis, evaluation and implementation of effective NTNF program with respect to prompt diagnostics of the national nuclear detonation detection mission, to include information to support all-of-government crisis response and consequence management.
Utilizes a high degree of independent judgment in resolving difficult problems.
Prepares high level briefings and policy issue papers concerning complex and diverse operational issues.
Manages and oversees tasks assigned to the prompt diagnostic mission and coordinates with operations staff in other squadrons.

Qualifications
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of, or experience with, processing, evaluating and reporting of gamma, radiofrequency, optical teller, seismic, overpressure, and infrasound sensor data. Knowledge of support systems required to sustain and enhance the USPDS and support ground data processing infrastructure. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of defense policies, entities, national technical nuclear forensics mission, resources, operations, capabilities, and requirements.
Knowledge of management principles and processes, and analytical techniques for assessing programs and developing strategies for operational improvements and efficiencies. Understanding of broad financial management and resource allocation principles and techniques as they relate to long range planning of programs and objectives.
Knowledge of (a) research and development associated with new nuclear detonation detection sensors and data processing algorithms; (b) processing, evaluating, and reporting of gamma, radiofrequency, optical teller, seismic, overpressure, and infrasound sensor data; and (c) systems support required to sustain and enhance the United States Prompt Diagnostic System (USPDS) and supporting ground data processing infrastructure.
Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations.
Ability to effectively organize and analyze information; produce reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials; present clear and concise findings; resolve conflicts based on mature judgment, experience, and recognized professional standing; and effectively advocate for a position.
Ability to understand and assimilate highly complex technical information relating to nuclear explosion phenomenology and apply this information to compare and evaluate sensor data and ne able to communicate and defend results of data evaluation.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
