About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Medical Command, Medical Readiness Command, East, Assistant Chief of Staff (ACOS), Operations and Mobility Planning located at Fort Belvoir, VA.

Duties

Plans and coordinates procedures for implementation of the INFOSEC program. Serves as the alternate PERSEC officer responsible for initiating, updating and recommending approval for the initial, periodic and interim security clearances for military, civilian, contractors and foreign nationals. Conducts and update the initial security indoctrination and ensure all newly assigned personnel complete the initial information security training. Establishes a continuous evaluation program that would allow them to analyze and identify trends, identify, threat analysis, threat forecasts and threat alerts, and recommends mitigation strategies. Assists in determining policies and procedures concerning SCI security and related non-SCI security matters. Establishing local supplemental guidance governing interactions with contractors who require access to classified or otherwise sensitive information and/or technology, as needed. Maintains daily coordination with MEDCOM Intelligence Officers to ensure daily and weekly Intelligence products are developed, published and distributed as required. Will manage the Joint Medical Intelligence repository website, to ensure all relative information is updated and archived and grant access as required. Responsible for the management of the release and disclosure of the classified and sensitive information to foreign nationals. Execute the OPSEC program to include, provide face-to-face training annually. Develops, update, and maintain OPSEC policy and guidance and review all contracts and correspondence prior to publication and distribution.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top-Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • Duty outside normal work hours may be required to resolve problems that are subject to occur on a 24-hour/7-day a week basis. Some travel may be required.

  • This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing intelligence-related security work, applying security principles and concepts pertaining to Information Security (INFOSEC), Personnel Security Program (PERSEC) and Foreign Disclosure (FD). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
