Duties

As a PHYSICAL SECURITY SPECIALIST (NUCLEAR) at the GS-0080-14 some of your typical work assignments may include: Serves as subject matter expert on all nuclear physical security matters and the primary interface between DoD, the Services, and Department of Energy/National Nuclear Security Agency (DOE/NNSA) on the day-to-day security of the nuclear stockpile. Technical expert and policy advisor to multiple high-level DoD and Interagency projects, programs, committees, and groups that directly support the Interagency Security Policy Verification Committee, the Interagency Technology Senior Steering Group, the Office of the Deputy Assistant Secretary of Defense for Nuclear Matters, the Combatant Commands and the Department of Defense Force on Force program. Advises senior-level personnel across the DoD, combatant commands, NATO nuclear Partners of Cooperation, FBI, and DOE on the application of policies as they apply to the physical security of the U.S. nuclear deterrent. On behalf of the ODASD(NM) analyzes the effectiveness of DoD and Military Services physical security policy and recommends short-, mid-, and long-term policy changes within the continental United States (CONUS) and overseas. Serves as Agency Technical Advisor to the NATO Joint Theatre Surety Management Group (JTSMG) by providing recommendations and solutions affecting the research, development, testing and evaluation of physical security equipment, tactics, techniques, and procedures. Coordinates and advocates position on critical accountability documents, such as the Nuclear Weapons Council Chairman's Annual Report to Congress, the DoD/DOE Joint Surety Report, the Nuclear Weapons Stockpile Memorandum, and the Requirements Planning Document. Formulates policy relating to nuclear weapons security and personnel reliability programs across the Department in support of OSD and the Joint Staff. Develops policies, directives, and guidance, which may be adopted as DoD regulations or directives with little or no change. Analyzes complex and unique nuclear weapons security risk factors and prepares the annual Nuclear Weapons Physical Security Status Report for OSD. Integrates physical security with Explosive Ordnance Disposal and uses control functions to implement classified Presidential directives. Provides oversight to numerous contractors by communicating the division's mission, vision, and values and ensures they are integrated into team goals, objectives, work plans, products, and services

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Expert knowledge of national defense, national nuclear policy, and doctrine with respect to U.S. nuclear weapon physical security issues in order to provide expert advice to DoD/Agency officials; Expert knowledge of risk management concepts and processes as it relates to U.S. and NATO nuclear physical security system management; Expert knowledge of the DoD Force on Force program and the role of program evaluation in the DoD nuclear physical security program; Expert knowledge of nuclear physical security requirements at the DoD, NATO and Service levels in order to formulate policies/guidelines, make decision and/or recommendation that align with agency/customer needs, and; Expert knowledge of nuclear safety, security, reliability, inspection and exercise programs in order to serve as the subject matter expert on all things related to the security of the nuclear stockpile. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
