The primary purpose of this position is to serve as an Engineering Data Management (EDM) administration program specialist for a program of moderate size, requiring modification to fit a wide range of variables or a segment of a larger substantive program. Participates in the planning, developing, and establishing program guidance, assessments and advisory services.

Duties

Administers Engineering Data Management (EDM) of moderate size requiring modification to fit a wide range of variables or a segment of a larger substantive program managing Engineering Data. Establishes, defines, and implements requirements for the segments of EDM to ensure operations are in line with regulatory requirements, support goals, and mission requirements. Participates in special studies and projects related to EDM program.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience are independently lead, or assist with leading a project team in planning, developing and establishing program guidance, assessments, and requirements, while providing advisory services to both internal and external stakeholders. Overseeing the programs end-to-end operations across the organization, conducting reviews, studies and analysis to evaluate and develop procedures and guidance. Fluent in methodology, policies, procedures and regulations; applying analytical and evaluative techniques to the identification, consideration and resolution of discrepancies and ability to apply basic statistical applications. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support USAF-wide personnel/manpower/services program administration responsibilities. 2. Knowledge of the laws, regulations, principles, and practices of personnel/manpower/services program administration. 3. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs. 4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues. 5. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. 6. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
