The primary purpose of this position is to perform Management Analyst duties and assignments for developing new and streamline existing purchasing and supply chain processes that will provide unprecedented capabilities, reduce customer wait time, acquisition cycle time, decrease costs, increase system performance and customer service.
Duties
Performs varied and complex analytical assignments though application of occupational principles, methods, and techniques.
Recommends solutions or a course of action for problems not covered by instructions, policies, or accepted practices of the occupation.
Carries out special projects and participates in special initiatives and studies.
Performs special assignments in support of the organization; researching policy and comparing to new or modified guidelines to assess impact.
Prepares written correspondence and other documentation such as newsletter items, responses to routine inquiries, reports, letters, and other related documents.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience includes analyzing, evaluating, and performing investigate techniques to gather data, identify significant factors, and prepare reports. Assisting with the development and improvement of supply chain processes that will reduce customer wait time, acquisition cycle time, decrease costs, increase system performance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: 1) four-year course of study leading to a bachelor's degree, or, 2) one full year of graduate level education, or superior academic achievement, or, 3) master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, or, 4) successfully completed a Ph.D or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree or LL.M. Must be in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. This education must be obtained in an accredited college or university. NOTE: You must submit a copy of official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: I possess equivalent combinations of successfully completed post-high school education and experience that may be used to meet total experience requirements. NOTE: You must submit a copy of official transcript.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, concepts, and theories of Supply Chain Management (SCM), and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments.
2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.
4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.
5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
6. Skill and ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
