This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Richmond VA Medical Center (RVAMC), in the Neurology Service. The Neurology Service is comprised of several sub-specialty sections such as General Neurology, Stroke/Vascular Neurology, Neuromuscular Medicine, Epilepsy, Headache, Parkinson's Disease and Movement Disorders and Sleep Disorders with various programs.
Duties
The incumbent serves as a management advisor and primary point of contact responsible for providing administrative leadership and coordination for the Neurology Service.
Major duties include, but are not limited to:
Responsible for initial development, monitoring, and reporting of internal controls taken to eliminate or reduce administrative inefficiency and ineffectiveness.
Monitors and evaluates various clinical and administrative performance measurements.
Conducts and facilitates quality improvement initiatives utilizing strategic management practices and techniques to meet organizational and program goals.
Identifies existing and potential problem areas, conducts in-depth research and analysis, identifies trends and system gaps.
Provides recommendations and develops alternative actions plans that are consistent with established policies.
Monitors implementation of approved corrective actions and keeps management officials informed on progress and results.
Coordinates with management the delivery of patient care activities provided by the staff.
Conducts and participates in various studies and audits in collaboration with VA organizations such as JCAHO, ORH and VACO/ COE.
Responsible for interpreting, developing, implementing, and maintaining standard operating procedures (SOPs) and policies.
Serves as a Human Resources liaison on behalf of the service concerning personnel related functions.
Responsible for initiating classification, maintaining position descriptions, recruitment and staffing, performance management, awards, pay/leave administration, training, travel, workers' compensation, and other employee and labor relations matters.
Ensures training and orientation are completed for all employees.
Prepares the Neurology budget projections based on studies of past expenditures, knowledge of service requirements, changes in workload, and future goals of the service.
Oversees and maintains space, equipment, and supplies.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024.
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS -09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify at a GS-09 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes: Experience in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. Analyzes the issues in the assignment, selects and applies accepted analytical techniques to the resolution of procedural problems affecting the efficiency, effectiveness, or productivity of the organization and/or workers studied. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.
You may qualify at a GS-11 based on your experience, education or a combination of as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge and ability to develop, modify, and implement policies, procedures, and work methods involving administrative and clinical operations. Knowledge of VA regulations, policies, and pertinent laws that affect Neurology related services. Knowledge of Neurology service and subspecialty program sections' healthcare delivery systems, mission, goals, interrelationship, and operations. Knowledge of management and administrative policies, practices, theories, and techniques related to workforce utilization. Knowledge of financial management and budget administration sufficient to analyze and evaluate continual changes in program funding. Knowledge of fiscal, timekeeping, leave and payroll administration (VATAS/GOVTA) policies and procedures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond that supports qualifying at this level.

Physical Requirements: The work is primarily sedentary. However, some duties require walking, bending, climbing stairs, and lifting (less than 20 pounds). Occasionally, the incumbent may be required to assist in moving portable tables, chairs, or audio-visual equipment for use by the service.
