This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Richmond VAMC (RVAMC), located within the Physical Medicine and Rehabilitation Service (PM&R). The purpose of this position is to assure effective management of PM&R resources and administrative process supporting PM&R operations. This work contributes to the efficiency of Medical Center resource utilization and quality of patient care.
Duties
DUTIES INCLUDE BUT NOT LIMITED TO:
The incumbent must have a broad knowledge of management practices, principles and techniques along with specific and comprehensive knowledge of the administrative working procedures and services affecting PM&R and the Medical Center.
Knowledge of pertinent laws, regulations, policies and precedent that affect PM&R and its related support services.
Experience in procedures and operations of the various administrative services within the Medical Center.
Current knowledge of personnel administration including laws, regulations, EEO principles and practices and hospital memoranda dealing with subjects that include labor relations, benefits, classification, performance, management, leave administration, etc. Overall knowledge of the Labor/Management negotiated agreement (AFGE Local and Master agreements).
Incumbent must be knowledgeable of the credentialing process and state regulatory processes of physician and provide licensure.
Knowledge of the missions, organizations and requirements of local and national health care delivery systems and uniqueness of each system in relationship to the VA system.
Specific knowledge of JCAHO and other external agency requirements pertaining to accreditation of health care.
Ability to analyze problems and present both oral and written recommendations for improvement in the efficiency and effectiveness of work operations with PM&R.
Skill in organization, planning, determining priorities, and problem solving based on experience and/or training in management principles.
Ability to communicate effectively with all levels of staff with varying educational, cultural and socioeconomic backgrounds in order to gather information, present recommendation and coordinate administrative activities of PM&R to meet the daily demands and to work toward short and long range goals of PM&R.
Knowledge of fiscal administration policies and procedures as they pertain to VISN, local Medical Center, service budgets and payroll administration.
Knowledge of computer operations and related software to include but not limited to Microsoft Word, Excel, PowerPoint, Access etc.).
Ability to retrieve and manipulate data from multiple sources (BISL, VSSC, EARR etc.) into a format that is appropriate for specific task and ability to share this knowledge with other.
With the required and appropriate training, acquisition and implementation of acquired knowledge regarding new software or data sets.
Thorough working knowledge of medical terminology and procedures.
Performs other related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions.
NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements.
Preferred Experience: Significant experience with Microsoft products including Word, Excel, Publisher, experience with database management preferred.

Physical Requirements: This is a primarily sedentary position, applicant must tolerate prolonged sitting and heavy computer use on a daily basis. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; or driving an automobile, etc. No special physical demands are required to perform the work.
