The Administrative Officer position is to manage the administrative and business operations and collaborate with the ACOS/R&D for planning, developing and directing the administrative activities of the R&D Program. The AO ensures that the organization's strategic plan, mission, and values are integrated into the strategies, objectives, work plans, and services of all enterprises within Research Service.

Duties

Duties include but are not limited to the following: Supervisory Duties Responsible for supervising and managing the R&D Service Administrative staff who together work to fulfill the hiring, purchasing and personnel management needs of CVHCS research investigators. Develops and analyzes program priorities and objectives to guide assignment and direction of administrative work to assure that all R&D program needs are managed. Advises, counsels and/or instructs all subordinates on both work and administration matters. Hears and resolves complaints from employees referring individual or group grievances and refers more serious unresolved complaints to the ACOS/R&D. Fiscal Management Responsible for the overall fiscal and budgetary integrity of the Research Service. Incumbent must be familiar with VA regulations, especially regulations regarding the use of appropriated and reimbursable funds, but also including regulations regarding VA research program structure, regulation, and oversight, to monitor ongoing activities for compliance and assuring that resources are available as needed for required activities. Provide direct management oversight for the VA Research Appropriation component of the budget, which is provided directly to the CVHCS R&D Service from VA Office of Research & Development, the VA Central Office (VACO) unit. Meets with individual investigators to develop research program budgets for applications and develops tracking mechanisms for research funding and expenditures for individual research programs. Actuate the immense fiscal management responsibilities broadly defined above, the Administrative Officer will perform work involving development of life cycle or other cost analyses of projects or performance of cost benefit or economic evaluations of new programs. Program and Resource Planning and Management Administers the planning process and provides authoritative recommendations. Develops an organizational infrastructure and communication structure to report or forward materials and information to the ACOS/R&D that require higher-level attention, review or signature. Responsible for ensuring compliance with the credentialing and privileging process as pertains to the CVHCS Research & Development Service according to the CVHCS Medical Staff Bylaws as well as any VACO guidelines for verifying credentials of non-clinicians. Reviews comprehensive analysis of reviews, including reviews conducted by the VA Office of Research Oversight (ORO), and recommends remedial actions alleviating any chance that accreditation might be threatened. Regional/National/International/Central Office Responsibilities Develops policy guidelines that incorporate legislative mandates and public policy appropriate to the health science field. Directs local test use and problem troubleshooting of new software before implementing nationally across all sites. This might include software similar to IRBNet, HRMACS, or WinRMS. Responsible for independently preparing and submitting communication, reports, and correspondence under position purview for the administration of the CVHCS Research program. Maintains communication with CVHCS Clinical Centers, Chief of Staff, Medical Center Director, VISN 6 leadership, VA Office of Research & Development (ORD), VA Office of Research Oversight, VA Central Office (VACO) plus officers and representatives of CVHCS academic affiliates such as the Dean's Office, Virginia Commonwealth University and other academic institutions regarding matters pertaining to VA Research & Development. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience Requirements at the GS-12 level: One year of specialized experience equivalent to the GS-11 level in Federal Service. To be creditable, your application package must demonstrate the following knowledge, skills and abilities: Develop policy guidelines and implement new policies, procedures and program initiatives that incorporate legislative mandates and public policy appropriate to the health science field. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs such as Research and Development. Responsible for independently preparing and submitting communication, reports, and correspondence under position purview for the administration of the CVHCS Research program. Develops, coordinates and oversees the comprehensive personnel management program for R&D, with specific attention to workforce diversity, equal opportunity and affirmative action goals while preventing discrimination. Prepares annual budget projections and, in conjunction with the ACOS/R&D, develops annual spending plans with a goal of less than 4% carryover for the entire project portfolio. Advises, counsels and/or instructs all subordinates on both work and administration matters. Preferred Experience at the GS-12 level: Experience with administrative and business operations in a Research related office. Physical Requirements: The work requires long periods of time working at a computer workstation and interacting with other sites via phone, email, or other electronic communication. Position needs to have good manual dexterity and eyesight. Some slight physical effort may be required such as walking long distances throughout medical facilities, standing, etc. Lifting may consist of infrequent duration and a 5-10lbs limit. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
