Duties
The United States Space Force (USSF) Space Operations Command (SpOC) at Buckley Space Force Base is searching for a Chief of Safety (NH-0018-03, GS 12/13 Equivalent).
Description:
The primary purpose of this position is to serve as the Chief of Safety for Buckley Space Force Base exercising first level supervisory duties and responsibilities. Plans, organizes, administers and evaluates programs involving diverse and complex occupational, weapons, industrial, systems safety, industrial safety, environmental, mishap prevention, occupational health programs and provides support for Delta 4 space safety programs in context to occupational/ground safety.
Exercises supervisory personnel management responsibilities.
Represents Safety Office in meetings, conferences and senior-level forums with a variety of installation and functional area organizations.
Functions as a recognized expert operational and technical safety consultant and authority in safety analysis of safety management programs, occupational workplace operations and systems spanning a broad spectrum of hazardous chemicals and materials and highly complex and hazardous situations, and weapons safety management programs.
Plans, develops and administers a comprehensive mishap analysis capability.
The ideal candidate should have the following experience:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Key Skills and Abilities:
1. Expert knowledge of occupational safety and health principles, practices, procedures, laws, directives,
instructions, and current legislative issues as they relate to the Space Force occupational safety and health program.
2. Expert knowledge of Federal, DoD, USAF and USSF principles, practices, laws, and regulations, which provide the capability to recommend substantive program changes or alterative new courses of managerial action requiring the extension and modification of existing safety and occupational health and explosives safety management techniques critical to the resolution of safety and occupational health management problems.
3. Knowledge of federal, DoD, USAF and USSF safety and health requirements, methods, and procedures which includes: environmental safety, Occupational safety, Explosives Safety, hazardous chemicals and toxic wastes, radiation protection, fire suppression and protection systems, and mishap investigation and reporting; etc.
4. Knowledge of organizational and functional responsibilities and operations of the employing organization to identify problems and develop innovative solutions; and the ability to research, analyze, interpret and apply rules, regulations, and procedures, plan and organize work and review mishap data, perform data analysis, and develop required AF and OSHA reports.
5. Knowledge of safety and security regulations, practices, and procedures.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
7. Ability to communicate effectively, both orally and in writing.
8. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
9. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations.
10. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions.
11. Ability to develop and maintain effective relationships and to communicate effectively both orally and in writing.
12. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
Requirements
- U.S. Citizenship Required
- This position is on-site and eligible for telework, 2-4 days per pay period. Must live within commuting distance to the office.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
- Must be able to obtain and maintain a Top-Secret clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location.
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- PCS and relocation funding are not available.
