THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH MANAGER, Position Description Number T5804200 and is part of the Safety and Occupational Health Office, National Guard.
The primary purpose of this position is to manage the state Safety, Occupational Health and Industrial Hygiene programs through a staff of professional and technical personnel.
Duties
Manages the state ARNG Safety Program, which includes Ground Safety, Occupational Health and Industrial Hygiene programs. Implements public law mandated programs impacting a significant number of civilian and military employees working in structures used for various levels of administration, supply and maintenance functions. Evaluates and analyzes accident frequency, cause data, accident reports, safety survey reports, unit operations, and other activities having a direct impact on accident prevention and directs countermeasure programs to correct unsafe procedures or conditions. Maintains extensive contacts with internal and external organizations (design review, state, and county) and higher authorities that have many different and often conflicting requirements. Plans and assigns work to be accomplished by subordinates in grades GS-4 through GS-11. Performs other duties as assigned.

Must have experience or knowledge in each of the following:
1. Managing safety or occupational health program elements.
2. Developing and recommending safety and occupational health policy to higher levels of management.
3. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
4. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
5. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
6. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
7. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
8. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
9. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Education
Education cannot be substituted for Specialized Experience for this position.
